Construction delays to animal adoption facility leads to more oversight of project.

City to retain architectural firm to oversee construction on an as-needed basis; second reading scheduled for Nov. 29 meeting.

PASADENA, TX -- Officials with the City of Pasadena gave serious consideration to pulling the construction contract for the city’s animal adoption center, after numerous delays with the project began driving up construction costs.

Pasadena Mayor Johnny Isbell said at a Nov. 15 council meeting that the delays were so extensive that pulling the construction contract was an option.

"We had serious concerns because the plumbing was sticking up everywhere and we had to get that straightened out before they could pour the slab,” Isbell said.

IKLO Construction was awarded the $2.5 million construction contract in May, but soon encountered delays.

Robin Green, Public Works Director for the city of Pasadena, said the construction delays were a result of bad weather, but he expected construction to be complete by next March.

The project was about to get back on track with the help of city officials and project’s architectural firm, Civil Concepts Inc., who will likely oversee the project on an as-needed basis.

The city now proposes paying the firm up to $50,000 to work with the city in that capacity.

The city council unanimously voted in favor of the measure at the first reading, and will consider the measure at the second reading at the Nov. 29 meeting.
