SAN ANTONIO (January 20, 2022) – Emergency Operations Center remains activated and is receiving regular updates from the National Weather Service. A hard freeze is anticipated to occur late tonight with temperatures in the mid to high 20s, with wind chill bringing the temperature down into the teens and low 20s. The chances of precipitation continue to decrease with chances of about 20% until 9pm tonight and decreasing after that. Main concern is potential slippery spots on bridges/overpasses. It is forecasted that temperatures will warm up to mid-40’s around noon on Friday. To help residents prepare for winter weather, the City has issued a Winter Weather Preparedness Guide, which can be downloaded at this link.
311
311 will continue with their extended hours today until 12:00 a.m. Tomorrow, 311 will be opening at 6:00 a.m. Operators can assist residents to provide information about warming centers and other City services and can also help coordinate transportation to warming center for residents and their pets.
Roads and Traffic Infrastructure
TxDOT pretreated the bridges and overpasses in Bexar, Kendall, Kerr and Comal Counties at 9 a.m. this morning. TxDOT will also have crews do another round tomorrow.
San Antonio Police and the Public Works Department will continue to be prepared to activate the City’s Ice Plan, in coordination with TxDOT. Warming Centers
Four City operated warming centers will continue offer short-term emergency shelter tonight through Friday, January 21, 2022 at noon. The centers will use appropriate COVID-19 prevention protocols. Masks are strongly encouraged. Anyone coming to the centers should bring clothes, supplies and medicine that they will need. Pets are welcome. Residents in need of transportation assistance can contact 311 for assistance.

Bexar County Warming Center Locations:
Bexar County has also added 6 warming sites. The hours of operation are today and tomorrow 7:00 AM to 12:00 PM. All residents are welcome at each facility. Snacks and bottled water will be available. Service animals are allowed at all warming shelters. Owners that arrive with pets to the shelters will have transport available for their pet to the Kirby Animal Services. Owners can pick up their pet after business hours.

Unsheltered Individuals
The Human Services Department in coordination with Non-Profit Partners started outreach to unsheltered homeless yesterday and will continue through Sunday. Non-Profits have open temporary shelters primarily for overnight including:

- Church Under the Bridge
- Corazon Ministries
- Life Restore Church
- City Church San Antonio
- Harper’s Chapel Baptist Church
CPS Energy
CPS Energy continues to monitor the weather and has dedicated crews are ready to respond to any outages that may result from frozen precipitation, winds or equipment damage. At this time CPS crews have responded to 4 outages impacting 5 customers. An ERCOT advisory remains in effect as a routine, cautionary measure but currently do not expect any grid-related outages to occur with today’s near or freezing temperatures. Customers can stay informed of outages by visiting CPS Energy’s interactive Outage Map.
CPS Energy walk-in centers will re-open tomorrow, Friday, January 21, 2022, at 10:30 a.m.
Customers are advised to always make safety a priority. If using a power generator, be sure to use it safely. Running a generator improperly can be harmful and even deadly. Generator owners should follow the user manual for their safety and the safety of crews responding to an outage. For wore winter safety tips visit www.cpsenergy.com/wintersafety. SAWS
SAWS continues to encourage customers to protect faucets and pipes from the freezing temperatures to prevent burst pipes.
Two payment centers will have reduced hours Friday, January 21 from 10:30 a.m.-5:00 p.m. due to winter weather. Call center hours and office hours are scheduled for normal start times. Payments can still be made online at saws.org or by calling 210-704-7297.
SAWS sent emails to all customers today with updates on the winter storm. Customers can visit SAWS one-stop webpage with videos and information on what customers can do to prepare for or respond to water emergencies: saws.org/BeReady or saws.org/preparate for Spanish-dominant customers. SAWS customers are encouraged to provide contact information to receive emergency updates like today’s weather email. They can sign up by calling 210-704-SAWS (7297).
COVID Testing

Animal Care Services
Residents who notice pets being left out without proper care, or any pet in need, should call 311 or visit saacs.info/311 website. Animal Care Officers will be on patrol through the rest of the week addressing potential violations and violators can face impoundment of their pet, fines up to two thousand dollars, and 180 days in jail for repeat offenders. New state law dictates dogs can no longer be tethered with chain at any time; however, the State and city animal laws also dictate dogs cannot be left outdoors restrained and unattended in the case of officially defined extreme weather or situations in which an animal is in severe distress.
Residents can report possible animal ordinance violations by calling the City’s 3-1-1 Customer Service line seven days a week.
