Woman Accused Of Assaulting Special Needs Children Faces Judge

Adoptive mother is charged with four counts of aggravated assault, and kidnapping

RICHMOND, TX --A Fort Bend County woman who was arrested in November on charges of locking up and abusing her adopted special needs children appeared before a judge Thursday afternoon.

Paula Sinclair, 54, has been charged with four counts of aggravated assault, and kidnapping.

She was indicted by a Fort Bend County grand jury on Monday. (Sign up for Patch’s daily newsletter for your neighborhood.)

According to court documents, Sinclair allegedly caused bodily injury by hitting four of the children with a bator a paddle.

Sinclair, and Allen Richardson, were both arrested in November after police received reports that the seven special needs children, all between the ages of 14-16-years old, were left alone, locked in a filthy room, and were malnourished.

According to police, all seven children stayed in one room at the house, but when Sinclair needed to take Richardson for doctor's appointments, the children were kept in a small closet.

Police said that often, Sinclair and Richard were absent so long, the children would urinate or defecate on themselves.

Richardson, who also lived at the house, faces charges and was indicted on multiple charges on Feb 27.

Sinclair is in jail on a $225,000 bond.
