The Woodlands Election Results 2021: Incorporation Fails
Voters in The Woodlands cast ballots Tuesday for incorporation and Township Board of Directors. Here's who won.

THE WOODLANDS, TX — Voters in The Woodlands struck down a proposition to incorporate the township into a city Tuesday.
With 100 percent of Montgomery County and Harris County precincts reporting, both propositions regarding incorporation failed by more than 2-to-1 margins, which will keep The Woodlands as a township.
There also were three Board of Directors races on the ballot, but incumbents Shelley Sekula-Gibbs and Ann K. Snyder ran unopposed for Positions 5 and 6. Incumbent Bob Milner won the Position 7 seat with 10,340 votes, well ahead of runner-up Zipporah Singleton with 5,709.

The process to put incorporation on the ballot started in 2018. It was put on hold because of the COVID-19 pandemic and then picked up steam this summer.

The Woodlands Vote Totals
Proposition A — Authorizing the Type-A City Incorporation of The Woodlands Township District and the adoption of an initial property tax rate of not more than $0.2231 per $100 valuation of taxable property.
- For: 7,932 (6,938 Montgomery, 994 Harris)
- Against: 16,431 (14,868 Montgomery, 1,563 Harris)
Proposition B — Upon incorporation of The Woodlands Township District into a Type-A General Law City to be called The City of The Woodlands, the transfer of the rights, powers, privileges, duties, purposes, functions, responsibilities, the authority to issue bonds, and the authority to impose taxes from The Woodlands Township District to The City of The Woodlands.
- For: 8,031 (6,996 Montgomery, 1,035 Harris)
- Against: 16,283 (14,767 Montgomery, 1,516 Harris)
The Woodlands Township Board of Directors Position No. 7
- Zipporah Singleton: 5,709 (5,150 Montgomery, 559 Harris)
- Luis R. Granados: 2,368 (2,097 Montgomery, 271 Harris)
- Bob Milner: 10,340 (9,117 Montgomery, 1,223 Harris)
