Currently serving as the Principle at H4Solutions, Kelly Hoggan has found himself with a rare opportunity to use that knowledge and establish himself within a niche business community in the aviation market having nearly 30 years of experience in aviation security, operations, and technology. He has spent much of his career in the aviation security industry working to improve practices and exceed expectations, and since moving on from his previous role, Kelly Hoggan has strived to provide expert advice and guidance for businesses in the aviation industry.
From a young age, Kelly Hoggan was interested in aviation, and as his parents were both employed by the Federal government, working toward improving security practices, which further influenced Kelly’s interest in pursuing a career in the field of aviation security. He received a B.S. from Strayer University in Business Administration and has earned several certifications that have amplified his proficiencies.
Between 1987 through 2000, Kelly worked in various roles at United Airlines, starting as a ramp serviceman and working his way up to becoming a Manager of Customer Service Operations. After his tenure with United, he transitioned into the role of Director of Customer Service with Air Canada at Toronto Airport. He also served as the Master Blackbelt for Airport Operations and the Air Canada’s General Manager of Toronto’s Pearson Airport.
Kelly spent over a decade with the TSA and ended his time there as the Assistant Administrator for Screening Operations at TSA. Before being appointed for this position, he led the TSA’s Office of Global Strategies where he worked for a more secure global transportation network by engaging foreign partners. As the chief management official responsible for the TSA’s security operations, Kelly managed all security programs related to over 450 airports across the nation.
One of the major implementations that occurred while Kelly Hoggan was working with the TSA was the TSA Pre-Check Program, designed to reduce the amount of time spent waiting to pass through security checkpoints without jeopardizing airport security. During his tenure, Kelly Hoggan sought to make further changes that would improve passenger safety and overall security measures.
Kelly Hoggan believes the future of the aviation market is extremely bright. Many new technologies emerge, sometimes daily, that can serve the traveling public from curb to gate and in the pace of life. These new technologies all make the passenger’s experience more efficient and complementary while more importantly simultaneously increasing security and lowering risk. With his true and unique insight into the international and domestic aviation security market, Kelly believes that there are many great and innovative technological solutions available to address the current and ever-changing threat environment. Kelly advocates for a better way to support and drive innovation within the aviation market.
