ARLINGTON, VA — Arlington County Police cited a man with public masturbation and petit larceny in connection with incident that occurred Sunday night at a Pentagon City business, according to the daily crime report.

Officers responded around 6:58 p.m. for the report of an indecent exposure in the 1200 block of South Hayes Street. When they arrived, the officers found the suspect inside the business and then took him into custody.

A preliminary investigation revealed that an employee witnessed the man sticking his hands in his pants and masturbating. In addition, the man was seen hiding merchandise on his person, according to the report.

Police arrested 30-year-old Marvin Carter of no fixed address. After being charged with public masturbation and petit larceny, Carter was held without bond.
