Rosslyn Metro Stop Leads To Federal Illegal-Reentry Indictment

ARLINGTON, VA — A man arrested after an alleged fare-evasion attempt at the Rosslyn Metro station has been indicted on a federal charge of illegally reentering the United States after removal, according to court records.

A federal grand jury indicted Luis Guerrera Maldonado, also known as Alex Soriano-Castellano, on Thursday in U.S. District Court in Alexandria. The indictment charges Maldonado with illegal reentry after removal subsequent to a felony conviction.

The indictment alleges Maldonado was found in Arlington on Dec. 2, 2024, after being removed from the United States near Hidalgo, Texas, on Dec. 17, 2018. Prosecutors said he had not received permission from the U.S. attorney general or the secretary of homeland security to apply for readmission.

Rosslyn Metro Stop Led To Identification

The investigation began Dec. 1, 2024, when local law enforcement officers stationed at the Rosslyn Metro station saw a person attempt to enter without paying the fare, according to an affidavit filed by an Immigration and Customs Enforcement deportation officer.

The man identified himself as Alex Soriano-Castellano. After a records check showed an outstanding Arlington County warrant, officers arrested him and took him to the Arlington County Adult Detention Center, the affidavit said.

Fingerprints taken during the arrest matched federal records for Maldonado, a Mexican citizen who had previously been removed from the United States multiple times, according to the affidavit. Investigators also compared booking and immigration photographs, dates of birth and records showing that “Alex Castellano” and “Alex Soriano” were aliases previously associated with Maldonado.

The affidavit said Maldonado was first ordered removed in 1995 and was deported in November 1996. Federal authorities alleged he subsequently returned to the United States and was convicted in 2000 of two counts of improper entry before being removed again in 2001.

Authorities found him in the United States again in 2006 and removed him that October, according to the affidavit. Maldonado was later convicted of illegal reentry in federal court in Washington, D.C., in July 2011 and removed in December 2018.

The affidavit also listed prior convictions in Washington, D.C., for theft, destruction of property, attempted possession with intent to distribute a controlled substance and unlawful possession of a pistol. It said Maldonado was convicted under the Soriano-Castellano name in Arlington Circuit Court in 2005 for cocaine possession.

Arraignment Scheduled For Sept. 2

A criminal complaint and arrest warrant were filed under seal in April 2025. The warrant was executed Aug. 3, 2026, and the case was unsealed the following day, court records show.

During an Aug. 6 hearing, Maldonado waived a preliminary hearing, and a magistrate judge found probable cause to continue the case to the grand jury. Maldonado did not seek release at that time and was ordered held in the custody of the U.S. Marshals Service.

Maldonado is represented by a federal public defender. His arraignment is scheduled for 10 a.m. Wednesday, before U.S. District Judge Rossie D. Alston Jr. in Alexandria. No plea had been entered as of Friday.

An indictment is an allegation and does not constitute proof of guilt. A defendant is presumed innocent unless convicted.
