FAIRFAX, VA — A proposed 10-story building with 269 apartments, commercial space and a child care center next to the Vienna/Fairfax-GMU Metro station will go before Fairfax County officials this fall.
The Fairfax County Board of Supervisors voted Tuesday to schedule an Oct. 13 public hearing on proposed changes to the previously approved development plan for MetroWest Block 18. The Fairfax County Planning Commission is scheduled to hold an earlier public hearing on Sept. 30.
Victor Vienna R35 LC is seeking county approval to construct the mixed-use residential building with about 21,500 square feet of ground-floor commercial space. The plans include an approximately 10,000-square-foot child care center, a publicly accessible plaza and at least 27 affordable dwelling units.
The applications seek to amend the previously approved development plan for MetroWest Block 18, identified in county records as Tax Map No. 0483 56 0002.
The proposal calls for increasing the previously approved building height by about 9 feet, along with minor increases in floor area and the number of residential units, according to the board matter introduced by Providence District Supervisor Dalia Palchik.

Palchik said development around the Vienna Metro station has been partially on hold for more than 15 years. Residents were previously promised community-serving businesses and retail as part of the MetroWest development, she said.
"I think this is an important development forward, and the housing absolutely is very necessary in the greater Vienna Metro area," Palchik said during Tuesday's meeting.
Palchik also thanked county staff, the applicant and her office for working to ensure the proposal receives a timely review.
Board Chair Jeff McKay seconded Palchik's motion. The board approved it by voice vote, with no opposition or abstentions recorded.
Scheduling the hearing does not indicate that supervisors support the applications. The board matter states that the action should not be considered a favorable recommendation and does not exempt the applicant from county ordinances, regulations or development standards.
The applications are identified as PCA 2003-PR-022-04 and CDPA 2003-PR-022-002. The Planning Commission will consider them Sept. 30 before they advance to the Board of Supervisors for its Oct. 13 public hearing.
