Falls Church Massage Therapist Accused Of Inappropriate Touching
Police responded to the business after a customer reported inappropriate touching.

FALLS CHURCH, VA—Two people were charged in relation to an alleged sexual assault and unlicensed massage at a Falls Church business, according to police.
Falls Church Police made the arrests Friday, April 19 after a person reported inappropriate touching during a massage at Rainbow Massage, 800 West Broad Street, Unit 101. Dongfang Chen, 60, was charged with sexual battery and massage permit violations. Zao Wen Xie, 55, was charged with allowing an unlicensed massage.
Under city code, massage therapists must be certified by the Virginia Board of Nursing and have a massage therapist permit from the City of Falls Church. Massage businesses must have a permit to operate. Customers have the right to request and view permits and licenses from a business.
