Gang Members Charged In Kidnapping, Killing Of NoVA Man

The victim, Brandon White, had been reported as a missing person after the kidnapping near his grandmother's home in Falls Church.

FAIRFAX COUNTY, VA — A grand jury has charged members of the Northern Virginia-based Reccless Tigers street gang for the kidnapping and killing of a man, among other crimes.

Seven people were indicted in Alexandria federal court on Thursday, Aug. 20. According to the indictment, the Reccless Tigers gang formed out of smaller gangs based in Centreville. The gang works in trafficking illegal narcotics, especially marijuana and marijuana products like vape pens and edibles. The gang also distributed cocaine, prescription drugs, ecstasy, LSD, ketamine and heroin. Many of the drugs were shipped to Northern Virginia from California.

The indictment alleged two murders by gang members. The first happened on April 24, 2016 at a house party hosted by the gang. One of the guests, Ho Lee, got into an argument with a gang member, escalating into a brawl and attack by numerous gang members. Lee was stabbed in the chest and died at home later after leaving the party.

The other alleged murder involved Brandon White, a man who had been reported missing by Fairfax County Police on Jan. 31, 2019. In August 2018, White had been beaten by gang member David Nguyen at a residence in Merrifield for allegedly owning another gang member $10,000 for marijuana.

Fairfax County Police arrested and charged Nguyen with robbery and malicious wounding. According to court documents, several people allegedly contacted White in September 2018 to ask if he would accept money in return for not testifying against Nguyen. In November 2018, an individual told White he might end up dead if he showed up in court to testify. Another said if Nguyen was convicted, he would come after White's grandmother, baby and wife and offered money not to testify. Several days later, two gang members knocked on the door of White's grandmother's home in Falls Church and made gestures indicating White would be killed. White testified against Nguyen at a hearing in November 2018.

In January 2019, gang members made a plan to meet White, according to court docuemnts. On Jan. 31, White agreed to meet an individual about purchasing Percocet through White's source. White was picked up from his grandmother's home in Falls Church late in the night. Two vehicles met White and the gang member in the Graham Park Plaza shopping center, where gang members allegedly forced White into the backseat of a vehicle. As Jan. 31 turned into Feb. 1, they drove down Interstate 95 to Richmond, where they led White into a wooded area. Several members allegedly stabbed White several times and shot him at least twice in the back, killing him. They fled the area and left White's body in the woods.

The indictment alleges that Peter Le, Young Yoo, and Joseph Lamborn were involved in the killing of White, and Sascha Carlisle participated in the abduction.

  • Anthony Nguyen Thanh Le, 27, of Woodbridge: Narcotics conspiracy, distribution of controlled substances
  • Joseph Duk-Hyun Lamborn, 26, of Centreville: Racketeering conspiracy, violent crimes in aid of racketeering murder, kidnapping conspiracy, kidnapping resulting in death, narcotics conspiracy, killing while engaged in drug trafficking, firearms murder, using, carrying and/or possessing firearms and destructive devices, obstruction of justice
  • Tony Minh Le, 26, of California: Racketeering conspiracy, narcotics conspiracy, using, carrying and/or possessing firearms and destructive devices
  • Sang Thanh Huynh, 30, of Washington, DC: Racketeering conspiracy, violent crimes in aid of racketeering assault with a deadly weapon, narcotics conspiracy, using, carrying and/or possessing firearms and destructive devices, money laundering conspiracy and money laundering
  • Young Yoo, 24, of Centreville: Racketeering conspiracy, violent crimes in aid of racketeering assault with a deadly weapon, violent crimes in aid of racketeering murder, kidnapping conspiracy, kidnapping resulting in death, narcotics conspiracy, killing while engaged in drug trafficking, firearms murder, using, carrying and/or possessing firearms and destructive devices
  • Sascha Amadeus Carlisle, 26, of Westminster, California: Racketeering conspiracy, kidnapping conspiracy, narcotics conspiracy

The arraignment in the case is scheduled for Sept. 1. The other defendant, Anthony Thanh Le, is a fugitive.
