When police arrived, they observed people standing outside a gray Ford Focus. One man, police say, was pacing around speaking incoherently while carrying an infant. A woman dressed in a nightgown was seated in the vehicle staring into space and laughing. Another man, police say, was standing on the passenger side of the vehicle staring into the distance.

As police began to investigate, one of the men put the baby on the driver's seat of the vehicle and then tried to sit down on the seat before police intervened. Police tried to question the four but none provided any coherent explanation.
