Fredericksburg Health Inspections: Flies In Kitchens, Missing Hairnets

The Rappahannock Area Health District recorded violations at several facilities around Fredericksburg during recent restaurant inspections.

FREDERICKSBURG, VA — Several facilities in the Fredericksburg area recorded violations during recent inspections from the Rappahannock Area Health District. Inspectors conducted the most recent visits between Aug. 30 and Sept. 5.

In Virginia, all food service locations are supposed to be inspected at least once per year. Facilities with higher risk factors may be inspected as often as four times per year, according to the Virginia Department of Health.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected. Sometimes, the follow-up inspection only considers the most important "priority" violations.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Depending on the results of the inspection, the health department can pursue several actions.

They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

The Virginia Department of Health only recommends restaurants have their permits suspended when "the continued operation of the foodservice presents a substantial and imminent threat to the public health."

Here are the most recent violations as listed by the Rappahannock Area Health Department:

  • Country Lane Catering, 120 Auction Drive Fredericksburg, VA 22406
    • Date inspected: Aug. 30
    • Total violations: 4
      • Observed the food contact surface of the panini press and charbroil grill with carbon build up.
      • Observed the surface of several cutting boards, in the rack under the 3 compartment sink, heavily scored. The person in charge advised that they would purchase new cutting boards.
      • Observed the following non-food contact surfaces of equipment soiled: 1. the inside of the ovens; 2.the outside of the dishwashing machine soiled; 3. the inside of the reach-in freezer that is only being used as a counter top.
      • Observed the hood vent above the dishwashing machine and HVAC vents throughout the facility soiled.
  • Foode, 900 Princess Anne Street Fredericksburg, VA 22401
    • Date inspected: Aug. 31
    • Total violations: 4
      • Observed an employee dumping liquid from a glass and rinsing the glass out at the server area handwashing sink. The person in charge spoke to the employee about not using the handwashing sink as a dump sink.
      • Observed the following foods cold holding at improper temperatures in the bar reach in cooler: 1. Almond milk 1/2 gal (partially used) 50 degrees F; 2. whole milk gal (partially used) 51 degrees F; 3. whole milk gal (unopened) 48 degrees F; 4. whole milk gal (unopened) 47 degrees F; 5. coconut milk 48 oz (partially used) 50 degrees F; 6. oat milk 32 oz (partially used) 51 degrees F. All items were left in the cooler overnight. Person in charge voluntarily discarded items. The unopened plant-based milks were moved to a different reach in unit. The bar reach in unit was turned down and will be checked later.
      • Observed several stainless-steel containers and several plastic containers stacked on the dish/utensil storage racks while still wet.
      • Observed shelving and the legs of various equipment throughout the facility rusted.
  • Popeye's Louisiana Kitchen, 5611 Plank Road Fredericksburg, VA 22407
    • Date inspected: Aug. 31
    • Total violations: 9
      • Observed food employee first proceeded to dispense soap before wetting hands. Employee was instructed to rewash hands properly.
      • Observed stainless steel pan with debri on it. Item was relocated to be cleaned and sanitized.
      • As per discussion with the person in charge, the toaster is being cleaned every two days and the soda nozzles in the drive thru area are sanitized only with a brush and hot water daily. Non-TCS surfaces should be cleaned and sanitized once daily.
      • Observed flying insects in the kitchen.
      • The back door has outer openings when closed.
      • Observed two food employees without hair restraints.
      • Observed several stainless-steel containers wet while stacked after being sanitized. Items were relocated to the three compartment sink.
      • Observed receptacle without a lid in two of the unisex restrooms.
      • Observed the hood vents above the fryers in need of cleaning.
  • J. Angela's Restaurant, 4409 Plank Road Fredericksburg, VA 22407
    • Date inspected: Aug. 31
    • Total violations: 5
      • Person in charge could not provide verification that employees had received training relating to Employee Health. EHS provided a Employee Health Policy to the person in charge.
      • Observed three flying insects throughout the kitchen. EHS advised the person in charge to contact there pest control services to further assist the issue.
      • Observed the following nonfood contact surfaces in need of cleaning : 1.Exterior of cooking equipment 2. Interior of reach-in coolers 3. Shelving under prep area
      • Observed a hole in the ceiling above the dishwasher.
      • Observed the following physical facilities in need of cleaning: 1. Floors throughout the kitchen (including under equipment) 2. Stainless steel wall behind cooking equipment.
  • Caroline Middle School, 13325 Devil’s Three Jump Road Milford, VA 22514
    • Date inspected: Sept. 5
    • Total violations: 1
      • Observed unlabeled bottles of juice in the reach in cooler on the serving line. PIC will label the juice bottles with name and nutritional facts.
  • Royal Farms #359, 5301 Patriot Highway Fredericksburg, VA 22408
    • Date inspected: Sept. 5
    • Total violations: 6
      • Observed six wrapped cheeseburgers hot holding in a warmer box at 117 -120 degrees. Person in charge said cheeseburgers were in the hot holding box when they arrived to the facility at 8:00am, did not know the exact time burgers were put in the hot box. Foods were voluntarily discarded during the inspection.
      • Observed at the customer self-server beverage area the chest cooler that is holding the following TCS items at improper temperatures, through discussion with the person in charge items were stored in the reach in cooler for a couple days. All items were voluntary discarded during inspection, removed metal pans and added ice before adding new products. 1. Three cartons of oat milk (52 degrees) 2. Two cartons of Half and Half (50 degrees) 3. Three cartons of whole milk (53 degrees) 4. fourteen plastic container of coffee creamer (50-55 degrees).
      • Observed the following foods cold holding at improper temperatures : Retail display cooler: 1. Boiled eggs 51 degrees (5 packs ) 2. Chicken wings & drum sticks 48-50 degrees (13 containers) 3. Chicken salad 55-57 degrees ( 16 containers) 4. Cheese sticks 55-57 degrees ( 4boxes) 5. Yogurts 52-55 degrees ( 6) 6. Salads with chicken 51-55 degrees (8 containers ) Through discussion with the person in charge foods have been stored in the cooler five days prior to the inspection . All foods were voluntarily discarded during the inspection.
      • Observed four flying insects in the kitchen area .EHS advised the person in charge to contact their pest control service to further assist with the issue.
      • Observed the display retail cooler improperly cold holding at 48 degrees . Person in charge contacted their maintenance service to repair the cooler.
      • Observed a missing backflow device on the hanging hose above the mop sink. EHS provided backflow prevention device handout to the person in charge.
  • Obo Pizza, 1865 Carl D Silver Pkwy Suite 108 Fredericksburg, VA 22401
    • Date inspected: Sept. 5
    • Total violations: 1
      • The facility does not have a person that is a Certified Food Protection Manager. Person in charge stated the facility is in the process of getting the manager to become a CFPM.
