Fredericksburg Restaurant Inspections: Violations At Food Trucks
The Rappahannock Area Health District inspected several food trucks during their most recent inspections in Fredericksburg and Stafford.
FREDERICKSBURG, VA — Officials from the Rappahannock Area Health District inspected several restaurants across the region from Sept. 22 to Sept. 28. This week, a number of food trucks were included in inspections.
As coronavirus restrictions continue to fluctuate around the state, health inspectors are returning to conduct restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.
Depending on the results of the inspection, the health department can pursue several actions. They can issue a permit for the restaurant to continue serving food, they can schedule a follow-up inspection to determine if violations have been rectified, or they can temporarily shut down an establishment until certain issues are solved.

Here are the most recent violations as listed by the Rappahannock Area Health Department:
- Meadow Event Park, 13111 Dawn Blvd Doswell, VA 23047
- Date inspected: Sept. 23
- Total violations: 6
- The following were observed soiled: 1. The blade on the prep table can opener. 2. The food contact surface of the cotton candy machine. 3. Five lids and 2 metal food containers on a rack next to WIC. 4. The funnel cake fryer. During the inspection, the PIC relocated the items to the dishwashing area.
- The following were observed soiled: 1. The bottom shelf under the funnel cake station. 2. The bottom shelf of rack next to fryers. 3. The shelving in the walk in cooler.
- The non food contact surface of the equipment throughout the kitchen are in need of cleaning.
- Observed several lights out throughout the kitchen (dishwashing area, dry food storage, walk in freezer, and cook/prep lines).
- The ceiling and ceiling vents are in need of cleaning throughout the kitchen.
- Observed a sweater and a shirt hanging on the wall hooks with several pans. During the inspection, the PIC removed the clothing and relocated the pans to the dishwasher.

- Date inspected: Sept. 24
- Total violations: 7
- Observed the employee touch his nose with gloved hands then continue to prepared foods. Observed the employee dry dishes with a cloth with gloved hands then continue to prepare foods. EHS discussed this with the employee.
- Observed that the top of the tongs and stainless steel containers that were soiled to sight and touch.
- Observed that commerically processed cole slaw and potato salad that was separated from its original container were not dated for disposition.
- Ensure sunlight coming from the bottom of the rear door.
- Observed wet wiping cloths stored on the prep table. The person in charge placed the wet cloth in a sanitizer bucket.
- Observed single service containers and utensils improperly stored. The person in charge inverted the utensils.
- Observed that the floors behind the floor-mounted equipment requries cleaning.

- Date inspected: Sept. 25
- Total violations: 1
- Observed food employee washing their hands at the 3 compartment sink. During the inspection, the PIC informed the food employee to wash at the handwashing sink only.
- The Ultimate Food Operation (VA 19-740), 4300 Prestwould Court Fredericksburg, VA 22408
- Date inspected: Sept. 25
- Total violations: 2
- This food establishment does not have an employee, with management and supervisory responsibility, that is a Certified Food Protection Manager.
- The hand sink and surrounding area was observed soiled. The interior of the deep fryer cabinets were also soiled.

- Date inspected: Sept. 25
- Total violations: 2
- The PIC could not provide an employee health policy for the food employees. EHS will email a sample copy of the employee health policy.
- Observed personal items (two bottles of water, wallet) on the top of prep unit and in prep area. During inspection, the PIC relocated the items.
- Pork Junkies (VA JUNKIES), 10501 Big Horn Drive Fredericksburg, VA 22407
- Date inspected: Sept. 26
- Total violations: 1
- Observed water is not flowing from the 3 vat and handwashing sinks. The person in charge tried to work on the issue but water flow was not restored. Instructed the person in charge to cease food operations and remain closed until water supply issue is resolved. The person in charge agreed to comply.

- Date inspected: Sept. 27
- Total violations: 17
- Absence of active managerial control observed during the inspection. The person in charge is not monitoring temperatures of TCS food during cold holding and multiple refrigeration units were observed with cold holding capacity issues and is conducting non-continuous food processes without prior approval from the health department. Adequately train employees and monitor temperature of TCS foods during cold holding and cooling to prevent food safety risks.
- The employee health policy provided only provides limited symptoms requiring reporting and does not state food borne illnesses requiring restriction or exclusion. Provided sample employee health policy to train employees. The person in charge was knowledgeable of health reporting requirements.
- Observed ice cream topping containers and containers of raw chicken, shrimp and breading at the fry station were not covered to prevent contamination and were not actively being used. Absence of overhead protection was observed. The person in charge covered the containers during the inspection. Discussed covering food containers during periods of inactively to prevent contamination.
- Observed accumulation of debris on the following equipment in contact with Non-TCS foods: Beverage gun at the bar and can opener. The can opener was removed for cleaning during the inspection.
- The person in charge reported the chicken wings are initially cooked to an internal temperature of 160 degrees prior to cooling for cold holding. Informed the person in charge the facility is conducting non continuous cooking processes and suggested baking the chicken wings to an internal temperature of at least 165 degrees F. The person in charge agreed to comply. Instructed the person in charge the chicken wings in the facility are required to be cooked for service to a minimum of 165 degrees F. Observed chicken wings cooked to an internal temperate of 183 degrees F during the inspection.
- The following TCS foods were observed cold holding at improper temperatures overnight: Plate nacho prep cooler; Cooked chicken (46 degrees F), Blue cheese crumbles (45 degrees F), shredded cheese (45 degrees F), cut lettuce (45 degrees F), diced tomatoes (46 degrees F), hard boiled egg crumbles (44 degrees F), cut lettuce (50 degrees F); 2 door upright cooler by cook line: Cole slaw (48 degrees F), cooked pork ribs (45/50 degrees F), raw hamburger patty (48 degrees F); Fry cooler: Pre-cooked breaded chicken (54 degrees F), mozzarella cheese sticks (54 degrees F), sliced cheese (52 degrees F), raw shrimp/chicken (54/54 degrees F); Drawer cooler under grill: Cut lettuce (44 degrees F), cut lettuce (48 degrees F), shredded cheese (50 degrees F), diced tomaotes (44 degrees F), mango/tomato salsa (45 degrees F), rice pilaf (53 degrees F), sliced cheese (50 degrees F), raw chicken (45 degrees F), raw steak (45 degrees F); Bar reach in cooler #2: Single use container of milk (54 degrees F). The raw chicken and shrimp in the fryer station cooler were placed in the unit at 11:00 a.m. and were relocated to the walk in freezer to cool to 41 degrees F or less by 3:00 p.m. The shrimp cooled to 41 degrees F but the chicken was discarded due to the internal temperature of 45 degrees F. TCS foods placed in the 2 door upright cooler by the cook line placed in the unit at 11:00 were relocated to the walk in cooler to cool. The person in charge placed a work order in to a technician during the inspection. Discussed using time as a public health control to hold the food for a period up to 4 hours or place ice in a food grade and monitor the temperature every 2 1/2 hours. The person in charge voluntarily discarded the TCS foods for safety.
- Observed 1 door upright freezer located near the beverage station is not maintaining TCS foods in the frozen state. Food temperatures were below 41 degrees F during the inspection. Instructed the person in charge to monitor food temperature and pull small amounts from the walk in freezer for peak service times and contact a technician for repair.
- Observed multiple employees conducted food preparation process wearing wrist jewelry.
- Observed dispensing utensils stored in a percolator unit with the water turned off and water at 68 degrees F. The percolator was turned on during the inspection. Discussed requirements with the person in charge.
- Observed stainless steel food containers stacked while wet after sanitizing on the warewashing shelving units. Discussed requirements with the person in charge.
- Observed the three compartment sink and dishwasher drainboard is not sealed to the adjacent wall and the plate nacho top prep unit is not sealed to the countertop.
- The person in charge could not provide an irreversible registering temperature indicator to monitor sanitization of equipment in the hot temperature dishwasher.
- Observed the Quaternary Ammonium testing kit expired March 2021. Discussed purchasing a new test kit during the inspection.
- Accumulations of debris were noted on the following non-food contact surfaces: Base of convection oven, shelving units, range burners, curtains of the dishwasher, pre-wash spray nozzle at the dishwasher, rack in the salamander, and soap dispenser in the back prep area by the three vat sink.
- The following areas were noted in need of cleaning: Ceiling vents above side door near the office, ceiling tiles throughout and wall behind the cook line.
- Observed the following in poor repair: Sealant between the coving and the wall at the fry station has become eroded, numerous blown out lights in the kitchen, ceiling tiles is not sealed to the frame by the dishwasher, rusted ceiling tile frames throughout the kitchen.
- Observed 2.7 foot candles of light inside the beer walk in cooler. Observed flickering and burned out ceiling lights.

- Total violations: 1
- Observed flying insects at the floor drain next to the dry food storage.
- Blessings Food on the GO (Satisfy Your Appetite ) (UHA-9921), 69 Foxwood Drive Stafford, VA 22556
- Date inspected: Sept. 28
- Total violations: 3
- The following equipment food contact surfaces were observed soiled to sight and touch: 1. Two knives stored against soiled wall, 2. one serving spoon, 3. one shredder, 4. one plastic container, 5. one can opener.
- The Person in Charge could not provide a thin probe food thermometer.
- Observed single service articles stored in sour cream containers.
- The Sunken Well Tavern, 720 Littlepage Street Fredericksburg, VA 22401
- Date inspected: Sept. 28
- Total violations: 5
- Observed a bottle of Advil stored on shelving unit over cleaned and sanitized food contact equipment by the 3 vat sink. The person in charge relocated the bottle during the inspection.
- Observed bus tubs of raw ground beef and pork stored on the floor in the walk in cooler.
- Observed food employees in the kitchen without proper hair and beard restraints.
- The kitchen handsink, 3 compartment sink and dishwasher drainboard are not sealed to the adjacent walls.
- The following are observed in need of cleaning: 1. ac vents of the bathrooms 2. floors underneath equipment 3. walls behind dish machine and 3 compartment sink area.
- Red Lobster #0572, 3109 Spotsylvania Mall Drive Fredericksburg, VA 22407
- Date inspected: Sept. 28
- Total violations: 6
- Observed food debris (lemons) at one of the handwashing sinks of the kitchen. During the inspection the person in charge removed the lemons and discussed proper use of handwashing sinks.
- Observed the following food contact surfaces soiled: prep table can opener, dining plates in the plate chiller, two cutting boards. During the inspection the person in charge removed the items to the dish washing area for rewashing.
- Observed stainless steel and plastic food containers stacked wet after cleaning and sanitizing.
- Observed the interior surface of the soda gun at the bar soiled.
- At the mop sink two of the four hoses attached to the faucet were missing a backflow preventer or air gap.
- Observed the following in need of cleaning: AC vents throughout the facility, floors of the walk in freezer, floors of the dry storage area.
