Pedestrian Dies After Being Struck By Truck In Stafford County, Driver Charged: Police

A 24-year-old man from Stafford died after he was struck by a truck while using a crosswalk on Sunday. The truck's driver was arrested.

STAFFORD COUNTY, VA — A pedestrian died after he was struck by a truck in Stafford County on Sunday afternoon, according to the Stafford County Sheriff's Office. A man was arrested and charged with involuntary manslaughter and driving under the influence in connection with the crash.

At 3:24 p.m. on Sunday afternoon, a Stafford County deputy was flagged down by a motorist who reported that a pedestrian had been struck in the roadway. The deputy found an unconscious man in a ditch and notified rescue personnel.

Through their investigation, authorities determined that the victim, who they identified as Mohamed Hussein, was using the crosswalk at River Road near Pratt Park. Hussein was then struck by a Ford truck, police said.

Hussein was taken to the hospital with life-threatening injuries. He died at the hospital on Sunday afternoon, according to the sheriff's office.

The driver of the Ford, who police identified as Jason Payne, stayed at the scene after the crash. Deputies claimed they smelled alcohol on Payne's breath and administered field sobriety tests. Payne was then arrested, police said.

Payne is charged with DUI involuntary manslaughter, DUI third offense, failing to yield to a pedestrian, and driving without a seatbelt. He is being held without bond at the Rappahannock Regional Jail.
