The Rappahannock Area Community Services Board (RACSB) is pleased to announce that Barbara Williams and Linda Ball have joined their Board of Directors. Both have been appointed to serve a three-year term, which began July 1, 2013. RACSB provides public mental health, intellectual disability, substance abuse, prevention and early intervention services to residents of the City of Fredericksburg and the Counties of Stafford, Spotsylvania, Caroline, and King George. It is governed by a 15-member Board of Directors with equal representation from all areas served.
Mrs. Williams was appointed by the Stafford County Board of Supervisors. She replaces Annette Johnson, who has represented Stafford County for the past nine (9) years. Mrs. Williams was previously appointed by the City of Fredericksburg in 2005 and served as a Fredericksburg representative until relocating to Stafford County in fall 2012. Mrs. Williams previously served as Chair for one year, Vice-Chair for the two years, and as Chair of the Program Planning and Evaluation Committee for the three years. Mrs. Williams retired in 2005 as a counselor at Northern Virginia Community College in Manassas, a position she held for 28 years. She has two children and is married to Floyd C. Williams.
Mrs. Ball was appointed by the Spotsylvania County Board of Supervisors to replace Doug Albrecht. Mrs. Ball served on the RACSB Consumer and Family Advisory Committee for two years and is active with the local Rappahannock affiliate of the National Alliance on Mental Illness (NAMI). Mrs. Ball is a trained instructor for the NAMI education program Family-to-Family. She is currently a realtor with Century 21 Adventure Redwood. She and her husband, Ron, have one daughter.

Founded in 1970, the Rappahannock Area Community Services Board (RACSB) provides public mental health, intellectual disability, substance abuse, and prevention/early intervention services to the residents of the City of Fredericksburg and the counties of Caroline, King George, Spotsylvania, and Stafford. RACSB operates five outpatient clinics which provide individual, group and family therapy; specialized counseling and case management services including specialized substance abuse services for women; psychological assessment; 24-hour crisis intervention; and medication management services. RACSB operates 11 group homes for adults with intellectual disability providing 24-hour intensive and structured support. RACSB also offers mental health day support, residential services, and crisis stabilization at The Sunshine Lady House for Mental Health Wellness & Recovery. The Parent-Education – Infant Development Program provides developmental, physical, occupational, and speech therapies as well as service coordination to infants and toddlers with developmental delays. Programs of RACSB include Kenmore Club, Rappahannock Adult Activities, Inc., Project LINK, Program for Teen Parents, Rappahannock Area Kids on the Block, DARE To Be You – Rappahannock Area, Second Step, Too Good for Drugs, and Healthy Families – Rappahannock Area.
