18-Month-Old Child Taped To Chair At Daycare, Woman Charged: Police

A Herndon woman was charged with assault for taping an 18-month-old child to a chair at a Dulles daycare center, police say.

FAIRFAX, VA — A 42-year-old Herndon woman was arrested for assault after she restrained an 18-month-old child in a chair using tape, according to a Fairfax County Police blog post.

An employee of the Little Oaks Montessori Academy located at 13525 Dulles Technology Drive #103 saw Wesal Houd Abu Issa taping the child to a chair on Dec. 8, according to the police post.

The employee then notified the daycare staff and Child Protective Services. The next day, the Major Crimes Bureau Child Abuse Squad began its investigation.

After obtaining a warrant for assault on Dec. 21, detectives arrested Abu Issa, according to the release. She was later released on an unsecured bond.

No information was available about the condition of the victim, but Victim Services Division specialists have been assigned to provide resources and assistance.
