HERNDON, VA — Fairfax County Police Chief Kevin Davis identified 40-year-old Major Feheem Stokes of Herndon as the suspect and 37-year-old Robert Fisher of Chantilly as the victim in Thursday night's fatal shooting in the McNair area south of the Dulles Toll Road.

At first, police identified the two men as possibly being brothers, but Davis described them as long-time friends/associates.
"Some type of dispute occurred," he said. "The investigation is ongoing. We're not ready to speak about the exact nature of that dispute, but nonetheless that led to Major Stokes shooting and killing Robert Fisher."

Fisher's daughter was nearby and was the first to hear the shot and contacted 911 a short time later.

"Our shooter, Major Stokes, called 911 himself and made admissions to the 911 call that he was involved in the shooting of his associate," Davis said. "Our patrol officers responded to the area, ultimately recognized this defendant, Major Stokes, as someone that they knew, went to a location where they suspected he went to after he killed our victim, and safely and without incident took into custody."
The fatal shooting of Fisher took place on the top floor of a parking garage in the 13300 block of Launders Street. Police located Stokes in a townhome nearby in the 13300 block of Coppermine Road in Herndon.
"When officers got on scene, they found a man suffering gunshot wounds through the upper body," said Lt. James Curry, during an early morning news conference. "They attempted first aid, but unfortunately he succumbed to his injuries."
Fairfax County Fire & Rescue personnel declared Fisher deceased at the scene, according to police.
Davis answered questions about Thursday night's homicide during Friday morning news conference at the Fairfax County Public Safety Headquarters.
"We have not yet recovered the gun in that case," Davis said. "We're still active in the community, looking for places where the gun may have been discarded, thrown ditched. Anyone who has any information about the whereabouts of that gun. We're encouraging them to call and speak with our detectives."
