Man Exposes Himself While Standing On Fence In Herndon: Police
The man "touched himself inappropriately" when a woman spotted him, and then fled the area, police say.

HERNDON, VA — A man "exposed and touched himself inappropriately" while standing on a fence near a woman's residence in Herndon early Saturday morning, police say.
A woman observed a man standing on a fence near her resident in the 13300 block of Coppermine Road at around 4:30 a.m. on June 17, according to a report from the Fairfax County Police Department.
"When he saw her, he exposed and touched himself inappropriately," the report states. "Officers checked the area, but did not locate the suspect."

Police described him as black, about 5 feet 9 inches tall, and between 140 and 160 pounds.
