Grand Jury Indicts Leesburg Man on Child Sex Crimes

LEESBURG, VA — A Loudoun County grand jury indicted a Leesburg man on child sex crimes that are alleged to have taken place in May. Ricardo Tinoco-Rivera was indicted Nov. 18 for indecent liberties against a child less than 15 by a parent or grandparent, fornication with a child between the ages of 13 and 17, rape of a child under 13, and aggravated sexual battery of a victim under 13 years old.

The Leesburg Police Department arrested Tinoco-Rivera June 11 after conducting an investigation. The case is set for a bench trial Feb. 12 and Feb. 13 in Loudoun County Circuit Court.

In Virginia, all felony charges that start in one of two lower courts —General District or Juvenile and Domestic Relations Court — proceed to the grand jury if they are certified/bound over by a judge after a preliminary hearing or if the defendant waives their right to a preliminary hearing. Felony charge convictions in Virginia only occur in Circuit Court.

In the case of Tinoco-Rivera, all of the charges are felonies. The offenses are alleged to have occurred between May 1 and May 15. He is being held at the Loudoun County Adult Detention Center on no bond.
