Leesburg Health Inspections: Harmony Market, Skye's Bistro

The Loudoun County Health Department recorded violations at several facilities around Leesburg during recent restaurant inspections.

LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between Feb. 22 and Feb. 28.

Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • Lansdowne Resort Harmony Market, 44050 Woodridge Parkway Leesburg, VA 20176
    • Date inspected: Feb. 27
    • Total violations: 7
      • The staff member working at Harmony Market at the start of the inspection has not been trained in food safety as it relates to their duties, when asked they were not able to state the correct temperature for cold holding of TCS foods. Correct prior to the follow-up by training staff in food safety as it relates to their assigned duties, including proper cold holding temperatures.
      • When asked, the Person in Charge was not able to provide verifiable documentation that all on-duty staff have been trained on employee health policy regarding the signs and symptoms of illnesses transmissible through food. Correct prior to the follow-up by training all staff to report signs and symptoms of illness and report if they have been diagnosed with one of the big 6 reportable illnesses. This must be documented in a verifiable manner, such as signed forms 1-B or equivalent.
      • A foodservice worker was observed drinking from an open container of water while in the food handling area. Corrected on site - the Person in Charge directed the staff member to drink from a closed container such as a cup with a lid and straw and open container was relocated.
      • Temperature control for safety (TCS) foods in two coolers, including half and half at 51°F, egg bacon sandwich at 49°F and ham sandwich at 51°F cold holding at improper temperatures. Cold hold TCS foods at 41°F or below. Corrected on site - the Person in Charge discarded the foods cold holding at above 41°F, except for foods that were prepared today and which were relocated to another cooler.
      • The packaged grab and go foods (sandwiches, salads etc) are only labeled with the common name food ingredients- bread, cheese, turkey, etc), production address, and net wt. statement are not printed on the label. Correct by properly labeling the foods or serving them from behind the counter. Food packaged in a food establishment, shall be labeled as specified in accordance with all applicable laws and regulations, including 21 CFR Part 101 and 9 CFR Part 317. B. Label information shall include: 1. The common name of the food, or absent a common name, an adequately descriptive identity statement; 2. If made from two or more ingredients, a list of ingredients and sub-ingredients in descending order of predominance by weight, including a declaration of artificial colors, artificial flavors, and chemical preservatives, if contained in the food; 3. An accurate declaration of the net quantity of contents; 4. The name and place of business of the manufacturer, packer, or distributor; and 5. The name of the food source for each major food allergen contained in the food unless the food source is already part of the common or usual name of the respective ingredient; 6. Except as exempted in the Federal Food, Drug, and Cosmetic Act § 403(Q)(3) through (5), nutrition labeling as specified in 21 CFR Part 101 and 9 CFR Part 317, Subpart B; and EHS discussed option of keeping packaged food behind the counter (no labeling requirements aside from date marking)
      • Two coolers are not in a state of repair or adjustment that allows them to maintain food temperatures of 41°F or below. Correct prior to the follow up by repairing or adjusting the coolers as needed to maintain food temperatures of 41°F or below.
      • No test strips are available for use in the Harmony Market. Correct prior to the follow up by locating or obtaining test strips for use in monitoring the sanitizer concentration.
  • Kevin's Catering (Chefscape Leesburg), 1602 Village Market Blvd SE #115 Leesburg, VA 20175
    • Date inspected: Feb. 27
    • Total violations: 2
      • At time of inspection there was no verifiable employee health policy. Employees need to be trained on the signs, symptoms, and exposure of food borne illness and who to report to.
      • Observed the CFPM certificate of person in charge expired 2/22/2023. Person in charge should keep CFPM certificate up to date.
  • Roots @ 657, 42301 Spinks Ferry Rd Leesburg, VA 20176
    • Date inspected: Feb. 28
    • Total violations: 2
      • Individual containers of in-house made potato salad was observed with and internal temperature of 42-43 F while displayed in the cooler by checkout counter. The temperature should be 41 F or less while cold holding.
      • Reduced oxygen packaged, ROP, cooked meats were observed in the walk in cooler without labeling. ROP foods need to be labeled and if held over 48 hours, a HACCP must be followed along with all accompanied records must be kept.
  • Roy Rogers Of Leesburg, 540 Market Street East Leesburg, VA 20175
    • Date inspected: Feb. 28
    • Total violations: 1
      • Observed improper cold holding temperature of salad 45F, 46F at front display case. Foods held cold should be maintained at 41F or below.
  • Youth Services Center, 42055 Gourley Transit Dr Leesburg, VA 20175
    • Date inspected: Feb. 22
    • Total violations: 7
      • Hand soap dispensers have not been installed at the kitchen hand sinks.
      • There is no handwashing signage in the kitchen employee restroom.
      • The back door of the kitchen is not tight-fitting, there is a gap with visible light under the door.
      • The caulk in the walk-in cooler and walk-in freezer is in poor condition. The caulk at the three-compartment sink is missing.
      • The drain lines of the ice machine, ice bin and warewashing machine are out of alignment with the floor sinks.
      • The cove base tile is not sealed to the wall on either side of the walk-in cooler and walk-in freezer doors.
      • The metal threshold plate at the walk-in freezer door is raised and not easily cleanable.
  • Skye's Bistro, 19375 Magnolia Grove Sq Leesburg, VA 20176
    • Date inspected: Feb. 23
    • Total violations: 4
      • Paper towels were not available to dry hands at hand sink next to the warewashing sink. Employees need to be able to dry their hands.
      • Marinara sauce was observed hot holding at 117 degrees F at the warming station. Hot holding of foods needs to be at least 135 F to help prevent the growth of bacteria.
      • Two of three spray bottles located on rack were not labeled as to what was in the spray bottles. Label spray bottles with common name of what is in the bottle so that everyone knows what the spray bottle can be used for.
      • Vacuum packed salmon was observed stored in the counter cooler sealed and thawed. Vacuum packed fish needs to have the package opened to prevent the growth of E type botulism from growing in the package.
  • Paulie's Italian, 1602 Village Market Blvd Leesburg, VA 20175
    • Date inspected: Feb. 23
    • Total violations: 4
      • Observed hand sink in suite blocked cleaning supplies and a piece of metal. Hand sinks should be available for employees at all times.
      • Observed milk in 2 door reach in cooler past the expiration date. Milk that is kept past the expiration date no long meets grade A standards as specified in law.
      • Observed knife hanging on magnetic strip with food residue. Food contact surfaces should be clean to sight and touch.
      • Observed multiple containers of marinara without date marking for disposition. Time/temperature control food for safety should have a prep date on container.

    • Date inspected: Feb. 23
    • Total violations: 1
      • Metal cabinet beneath hand sink not maintained in good repair. Cabinet observed with excess rust build up and with an obnoxious odor.
  • Villa Italian Kitchen & Market, 241 Fort Evans Rd NE Leesburg, VA 20176

      • Ice machine interior dispensing mechanism not maintained clean. Mechanism observed with black residue build up.
      • Observed the following sinks in disrepair: Prep sink observed with leak at faucet and substantial leak beneath hand sink when cold water valve is turned on. Hand sink cold water valve turned off at start of inspection. Hand sink hot water temperature measured 134F which discourages hand washing as water is too hot for employees to wash hands. Plumbing shall be maintained in good repair.

    • Date inspected: Feb. 23
    • Total violations: 3
      • Observed the following foods time temperature control for safety foods (TCS) cold holding at improper temperatures in the 1 door prep cooler: pepperjack cheese 54F, cheddar cheese 56F, mozzarella cheese 54. TCS foods shall be held at or below 41F. Ambient air in refrigeration unit observed at 51F.
      • The following foods prepared and held for more than 24 hours are without label: ancho cilantro dressing, pesto, cucumber wasabi dressing, Caesar dressing. Prepared foods not intended to be consumed within 24 hours after preparation shall be properly labeled with name and date. Garlic mayonnaise, chipotle sauce and basil arioli sauce stored in walk cooler observed with preparation date label of 2/10. Said foods have exceeded their consume by date. Prepared foods shall be held no more than 7 days, day of preparation is day 1.
      • Plumbing in disrepair. Observed leak at service sink faucet near frozen yogurt machine and steady leak at dish room hand sink.
  • South Philly Steak & Fries, 241 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: Feb. 23
    • Total violations: 3
      • Paper towels not available at hand sink near grill. Paper towels shall be available for drying hands after washing.
      • Plumbing in disrepair, observed leak at hand sink faucet.
      • Observed 4 ceiling light fixture bulbs unshielded in back storage area. Light bulbs shall be shatter resistant or shielded to protect food and food contact surfaces.

    • Date inspected: Feb. 23
    • Total violations: 2
      • Observed container of sauce with grilled onions with lid setting on top of the cooling capability of the top part of the prep cooler cooling. Item was placed in the bottom part of prep cooler without a lid to help with cooling.
      • Observed box of hot dog sleeves stored on the floor. Food and food contact surfaces should not be stored on the floor.

      • Observed water leaking from outlet were gray water is removed from mobile unit. Plumbing should be maintained in good repair.
