Leesburg Health Inspections: Rocco's NY Pizza, Mama Spice

The Loudoun County Health Department recorded violations at several facilities around western Loudoun County during recent inspections.

LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between April 5 and April 11.

Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • Teddy's Pizza & Subs, 9 Federal St East/P.O. 2232 Middleburg, VA 20118
    • Date inspected: April 5
    • Total violations: 3
      • This food establishment does not have an employee, with management and supervisory responsibility, that is a Certified Food Protection Manager (CFPM). An employee with a CFPM certificate is required. Repeat violation. Follow up required. Environmental Health Specialist provided a list of CFPM courses approved by Loudoun County Health Department.
      • Observed: There is no documentation for pizza that is being served under Time as a Public Health Control. Provide documentation for pizza being served under Time as a Public Health Control. Corrected.
      • Hood baffles and under carriage of slice has an accumulation of food residue. Maintain non-food contact surface area clean to sight and touch.
  • Lovettsville Diner, 2 N Berlin Pike Lovettsville, VA 20180
    • Date inspected: April 6
    • Total violations: 2
      • Observed meatloaf and pasta salad prepared over 24 hours ago not dated for disposition. Date mark the container of ready-to-eat (RTE), time/temperature control for safety (TCS) food prepared and held for more than 24 hours in the food establishment to indicate the day or date by which the food shall be served or sold.
      • Observed 2 containers of cooked potatoes improperly cooling in 2 door refrigeration unit. Potatoes had been covered to not allow proper air flow.
  • Market Table Bistro, 13 E BroadWay Street Lovettsville, VA 20180
    • Date inspected: April 6
    • Total violations: 1
      • Observed cutting board on prep table heavily scratched and scored. Cutting board is in need of resurfacing or replacing.
  • La Perla Restaurant, 119 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: April 7
    • Total violations: 1
      • Consumer advisory has not been added to the menu as of this follow-up inspection. New menus are being printed and will be available within 2 weeks. The consumer advisory and the accompanying Asterix for these food items will be listed on the new menu.
  • Anita's New Mexico Style Mexican Food, 5 Fort Evans Road Leesburg, VA 20176
    • Date inspected: April 7
    • Total violations: 3
      • The hand sinks at the front line and the hand sink at the bar are both missing signage that reminds employees to wash their hands. All hand sinks utilized by food employees must have signage reminding employees to wash their hands. Provide this signage to all hand sinks that employees may use.
      • A pitcher of salsa used for portioning into cups for dine in customers was observed stored on top of the cooler at 59F, which is above the maximum 41F. Time/temperature control for safety foods (TCS) that are ready to eat (RTE) must be maintained at 41F or less. Person in charge (PIC) placed the pitcher in the cooler to rapidly cool. Keep salsa under temperature control and at 41F or less at all times. Corrected.
      • Wet wiping cloths in use to wipe down food contact surfaces of prep/service areas were observed stored on the counter. Wet wiping cloths used for this purpose must be stored in between uses in a sanitizing solution with correct concentration. PIC moved the wet cloths to sanitizing buckets with a chlorine solution of 50 PPM. Corrected.

    • Date inspected: April 7
    • Total violations: 1
      • Observed the following in-use dispensing utensils stored improperly: Scoop for cooked rice stored beside rice warmer in container of stagnant water at 75F, and bulk bin scoops for corn starch and rice observed with handles in contact with food.
  • Mama Spice (Chefscape Leesburg), 1602 Village Market Blvd Leesburg, VA 20175
    • Date inspected: April 7
    • Total violations: 1
      • Observed grocery bag being used to store raw chicken. Food should be stored in items that are food contact safe and that does not all migration of colors or odors.
  • Manhattan Pizza, 1211 Wolf Rock Dr #135 Purcellville, VA 20132
    • Date inspected: April 10
    • Total violations: 2
      • Observed chemical sanitizer dispenser at the 3 compartment sink not supplying the sink with enough sanitizer. Sink utilizes a dispenser supplied with lactic acid sanitizer. Dispenser was tested and observed at 452PPM according to the sanitizer test kit, which does not meet the minimum parameters.
      • Observed food stored on the ground in the walk in refrigeration. Food shall be stored at least 6 inches off the ground to prevent potential contamination.
  • Andy's Pizza & Subs, 9 Catoctin Circle E Sw Leesburg, VA 20175
    • Date inspected: April 11
    • Total violations: 2
      • Observed: Chicken thawing in prep sink in still water. Thaw chicken in same manner but while under running water.
      • Observed: Utensils (tongs) being stored in bain marie full of room temperature water. In use utensils need to held in water held at a minimum of 135F. Person in charge placed bain marie of utensils on stove and brought temperature of water to 135F. Corrected at inspection.
  • Solo's N.Y. Pizza, 700 Fieldstone Dr #124 Leesburg, VA 20176
    • Date inspected: April 11
    • Total violations: 1
      • Several items were observed not date marked while cold holding in the prep cooler and walk -in cooler. Time /temperature control for food safety, TCS, foods need to be date marked so staff knows how long the product has been prepared and when to discard.
  • North Spring Behavioral Healthcare, 42009 Victory Lane Leesburg, VA 20176
    • Date inspected: April 11
    • Total violations: 1
      • Observed chemical sanitizer dispenser for the 3 compartment sink not supplying the proper amount of sanitizer. Facility utilizes lactic acid sanitizer. Sanitizer was tested and showed 452 PPM which does not meet the minimum requirements based off the test kit.
  • Rocco's NY Pizza & Subs, 62 Plaza St NE #E Leesburg, VA 20176
    • Date inspected: April 11
    • Total violations: 6
      • There is no person in charge with a valid Food Protection Manager Certification from an accredited agency recognized by the Conference for Food Protection. A certified Food Protection Manager is required for the establishment based on the food processes that are conducted in this restaurant.
      • There is no verifiable or written documentation that employees and conditional employees are trained in reporting requirements concerning information about their health and activities as they relate to diseases that are transmissible through food.
      • There is no sign that notifies food employees to wash their hands immediately after their hands area contaminated at the hand sink in the back prep area.
      • Cooked chicken wings and lasagna was observed in the reach in cooler without and date marking indicating when the product was made or when to discard.
      • Pizza for which time rather than temperature is being used as a control is not properly labeled. There is not written procedure for the pizza under time control. There needs to be a system in place to indicate when the pizza is to be discarded if not sold within 4 hours.
      • Sanitizer test strips were not available to monitor the concentration of quaternary sanitizer used at the 3 vat sink. Test strips are required to staff can verify that the sanitizer concentration is in the correct range.
