Leesburg Restaurant Inspections: Chick-Fil-A, Popeye's, TGI Friday's
The Loudoun County Health Department recorded violations at several facilities around Leesburg during recent restaurant inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent inspections from the health department. Inspectors conducted the most recent restaurant visits between March 1 and March 7.
Most COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Date inspected: March 1
- Total violations: 12
- Observed no verifiable employee health policy for all employees that they are informed of their responsibility, to report to the person in charge, information about their health and activities as they relate to diseases that are transmissible through.
- Observed an open employee drink next to where employee was preparing ribs. Also observed a piece of food with what appeared to be a bite out of it next to where the employee was preparing the ribs. Also observed employee drink near the cook line.
- Observed no hand drying provision at hand washing sink by ice cream area.
- Observed no soap at hand washing sink by the ice cream area. Soap dispenser was observed empty.
- Observed hand washing sink near the 3 compartment sink broken, unable to dispense water. Hand washing sink is not usable for washing of the hands.
- Observed employee with soiled disposable gloves wipe them off with a kitchen rag. If single use gloves are used, they shall only be used for one task and discarded when damaged or soiled, or when interruptions occur in the operation.
- Observed raw chicken stored over ready-to-eat cooked chicken. Raw animal products shall be stored in a manner that prevents cross contamination.
- Observed 2 slicers with left-over food residue. Food contact surfaces shall be cleaned to sight.
- Observed several prepared ready to eat foods prepared over 24 hours ago not dated for disposition.
- Observed several working chemical containers unlabeled with no information indicating what is in the spray bottle. Working containers shall be labeled with the common name of the substance in them.
- Observed no way for the facility to measure high temperature dish machine to ensure it is sanitizing at proper temperature. In hot water mechanical warewashing operations, an irreversible temperature measuring indicator shall be provided and readily accessible for measuring utensil surface temperature.
- Observed floor tiles under the ice machine damaged. Floor tiles are no longer in place, allowing for water entry. Floor shall be maintained in good repair.

- The packaged grab and go foods (sandwiches, salads etc) are only labeled with the common name food ingredients- bread, cheese, turkey, etc), production address, and net wt. statement are not printed on the label. Correct by properly labeling the foods or serving them from behind the counter. Food packaged in a food establishment, shall be labeled as specified in accordance with all applicable laws and regulations, including 21 CFR Part 101 and 9 CFR Part 317. B. Label information shall include: 1. The common name of the food, or absent a common name, an adequately descriptive identity statement; 2. If made from two or more ingredients, a list of ingredients and sub-ingredients in descending order of predominance by weight, including a declaration of artificial colors, artificial flavors, and chemical preservatives, if contained in the food; 3. An accurate declaration of the net quantity of contents; 4. The name and place of business of the manufacturer, packer, or distributor; and 5. The name of the food source for each major food allergen contained in the food unless the food source is already part of the common or usual name of the respective ingredient; 6. Except as exempted in the Federal Food, Drug, and Cosmetic Act § 403(Q)(3) through (5), nutrition labeling as specified in 21 CFR Part 101 and 9 CFR Part 317, Subpart B; and EHS discussed option of keeping packaged food behind the counter (no labeling requirements aside from date marking).

- The person in charge (PIC) was not able to produce a verifiable employee health reporting agreement for each of the food employees.
- This facility does not have written procedures available for employees to follow when responding to vomiting or diarrheal events in the food establishment.
- A food employee was observed washing their hands in the three compartment sink. Hands shall only be washed at designated hand sinks.

- Total violations: 6
- Observed employee utilizing disposable gloves to rinse dishes and load unclean dishes into the dish machine and then change their gloves without washing their hands in between the change of task.
- Observed no hand washing signage at bar hand washing sinks. A sign or poster notifying food employees to wash their hands shall be provided at all hand washing sinks and should be clearly visible to food employees.
- Facility utilizes a non-continuous cooking process for chicken wings without obtaining prior approval from the health department. Prior approval is required.
- Observed potato soup (125F) and cream asparagus soup (133F) hot holding at improper temperatures. Hot holding of time/ temperature control for safety foods shall be done at 135F or above.
- Observed cooked sausage (45F), cooked pasta (46F), cooked mushrooms (44F), and heavy cream (44F) cold holding at improper temperature in 3 door refrigeration unit. Cold holding of time/temperature control for safety foods shall be at 41F or below.
- Observed potato soup prepared on 2/24, a cream sauce prepared on 2/18, and meatballs prepared on 2/18 in need of disposition. Food has exceeded the 7 day shelf-life.

- Total violations: 2
- Observed cut romaine lettuce 50F, 48f in walk in cooler in metal container. Time/temperature control for safety food romaine lettuce was not cooled within four hours to 41°F (5°C) or less.
- Observed the base of lettuce cutter with lettuce residue. Non food contact surfaces should be clean at frequency to be kept clean.
