Leesburg Restaurant Inspections: Echelon Wine Bar, Mama Lucci's, Boba Hero

The Loudoun County Health Department cited violations at several facilities during recent inspections in Middleburg and Leesburg.

LOUDOUN COUNTY, VA — Several restaurants around the Leesburg area were cited with violations by the Loudoun County Health Department during inspections between Jan. 19 and Jan. 25.

As coronavirus restrictions continue to fluctuate around the state, health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

  • La Perla Restaurant, 119 Fort Evans Rd NE Leesburg, VA 20176
    • Date inspected: Jan. 19
    • Total violations: 5
      • During inspection, an employee was observed rinsing gloves off but not washing hands.
      • The hand sink located near the food preparation area did not have paper towels available for use.
      • During the time of inspection, an employee's jacket was stored on top of the meat slicer.
      • During the inspection, a bowl of raw beef was observed being stored on the floor in the walk-in cooler.
      • During the inspection, an ice scoop was observed in the ice machine with the handle making contact with the ice. The ice scoop handle was used with bare hands.

    • Total violations: 4
      • This food establishment has not established procedures for cleaning up vomiting or diarrheal events that happen in the facility.
      • There is no written agreement or statement from the supplier or aquaculturist stipulating that the arctic char fish, which is served undercooked, is aquacultured/ farm raised and pellet fed formulated feed without parasites.
      • After a review of the current menu it was determined that certain menu items (seared scallops, seared arctic, and poached egg) are served undercooked/partially cooked without a proper consumer advisory disclosure. An asterisk is not printed next to each said menu item. The reminder statement is printed at the bottom of the menu
      • One of the food employees in the kitchen observed actively engaged in food preparation without a hair restraint.

    • Date inspected: Jan. 20
    • Total violations: 5
      • Observed time as a public health control being used for milk not marked or otherwise identified to indicate the time that is 4 hours past the point in time when the food was removed from temperature control.
      • Observed employee medicine stored in dry storage next to food. Also observed employee medicine stored on rack used to store food colorings
      • Observed snap trap in kitchen under cleaned equipment. Bait station was not covered, or tamper resistant.
      • Observed bread prep area in need of cleaning. Significant amount of flour/ debris in area.
      • Observed ceiling in kitchen area in need of repair. Also observed exterior wall where AC unit is to have damage to drywall.

    • Total violations: 3
      • Observed fried rice hot holding at improper temperature. Fried rice was observed at 125F.
      • Observed chemical spray bottles unlabeled.
      • Observed food stored on the floor in the kitchen under equipment (container of rice). Also observed food stored on the floor in the walk in cooler.

      • Observed: Penne pasta at 68F-cooling longer than 2 hours (since 11 AM).
      • Observed: sanitizer/soap at 3 compartment sink has been (today) calibrated, but there are no test strips to check the ppm of quaternary ammonia.

      • The person in charge is not maintain kitchen in a clean and safe way and is seen with with same repeat violations.
      • Observed no hand soap in the ware washing area.
      • Observed raw beef thawing in reach in cooler over RTE vegetable broth. In prep cooler fried tofu and egg rolls uncovered.
      • Observed person in charge cell phone on a plate intended for service.
      • Observed beef broth hot holding at 117F.
      • Observed improper cold holding temperatures of fresh garlic/oil 75F and bean sprouts 55F.
      • Observed no date marking on beef broth in large containers in walk in cooler; no date marking on vegetable broth in reach in cooler.
      • Observed raw shrimp thawing in a large container on the floor.
      • Observed noodles stored under the paper towel dispenser.
      • Observed clean pots and pans setting on the floor.
      • Observed cutting boards where food is prepped with cuts and scaring.
      • Observed both prep cooler with build up grease and grime.

    • Date inspected: Jan. 21
    • Total violations: 8
      • Observed raw chicken stored over raw beef in walk in cooler. In 2 door cabinet cooler raw pork fat stored next to RTE desserts.
      • Observed the garlic slicer and the meat slicers with food particles and debris.
      • Observed raw pork fat 75F at improper cold holding temperature.
      • Observed marinated radishes, pickled radish, and radish kimchi with no date person stated they were make 3 days ago.
      • Observed cut lettuce 45F in prep cooler prepped earlier.
      • Observed a variety of foods items (beer, sodas, noodles) being store on the floor.
      • Observed in use utensils being store in a container of stagnant water.
      • Observed wood boards separating at wood seems.

      • Observed 3 compartment sink plumbing in disrepair. The drain was observed clogged and re-directed with a large plastic bin to a floor drain.
      • Observed floors under fryer and wok in need of cleaning. Observed walls behind fryer and wok in need of cleaning.

    • Date inspected: Jan. 25
    • Total violations: 4
      • Clam chowder was observed stored in walk-in cooler without cover after it cooled down.
      • Three containers of heating fuel (Sterno) was observed stored over single service items on storage shelf.
      • Employee shirt sleeve was observed coming in contact with the cooked chicken while the employee was checking cook temperature of the chicken.
      • Employee was observed placing tray of cooked chicken on their shoulder while opening the door of the blast freezer and their hair came in contact with the cooked chicken.
