Leesburg Restaurant Inspections: James Cafe, Bubbleology, Popeye's
The Loudoun County Health Department cited violations at several restaurants around Leesburg and Purcellville during recent inspections.
LEESBURG, VA — Several restaurants around Leesburg and western Loudoun County recorded violations during recent health department inspections. The most recent round of inspections occurred between April 6 and April 12.
Many COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

- Observed food employee placing sliced, ready-to-eat cucumbers in a large container with their bare hands.
- Observed several shellstock tags not dated with when the last shellstock from the container was sold or served.
- Observed raw beef stored over uncovered alfredo sauce in prep unit. Also observed raw salmon stored over ready-to-eat condiments.
- Observed marinara sauce (2 containers) and brown sauce hot holding at improper temperatures. marinara sauce was observed at 80F and 68F, brown sauce was observed at 91F.
- Observed several food items not properly dated for disposition. Observed baked potatoes with a prepared by date of 3/19 when employees stated the potatoes were prepared Saturday, 4/2. Also observed cooked chicken wings with a prepared by date of 3/19 when employees stated the chicken wings were prepared yesterday, 4/5. also observed white wine sauce and cooked noodles not dated for disposition.
- Observed no test kit for Quaternary Ammonium sanitizer that was being used at the 3 compartment sink during inspection.
- Observed plumbing under the 3 compartment sink to be leaking. Large puddle of water was observed under the sink and pipes observed having a slow leak.
- Observed harborage conditions at outside trash area. Several unused equipment that appears broken (1 door refrigerator, ice machine).

- Observed the use of grocery bags to store a variety of food items.

- Observed cooked chicken 129F and shrimp 116F on counter in metal bowls at an improper holding temperature.

- The fan guards on the cooling unit in walk-in cooler were observed with a heavy accumulation of dust / dirt.
- The cutting board(s) along the prep cooler are heavily scratched and scored. The food contact surface is no longer easily cleaned and sanitized due to condition.
- Spray bottles with clear liquid was observed in the bar area that were no labeled with the name of the substance in the container. The spray bottles were labeled "server".
- A bowl of diced chicken was observed stored in direct contact and on top of diced chicken at the sandwich prep cooler.
- There was no paper towels or other hand drying machine in the employee's restroom.
- Employee drink cup was observed without cover and sitting on the cutting board with scallions sitting next to it.
