Leesburg Restaurant Inspections: The Upper Crust, Leesburg Diner
The Loudoun County Health Department cited violations at restaurants around Leesburg and western Loudoun during recent inspections.
LEESBURG, VA — The Loudoun County Health Department recorded violations at several restaurants around Leesburg and western Loudoun County. Officials conducted the most recent round of inspections between May 11 and May 17.
Many COVID-19 restrictions around the state have relaxed, so health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

- Observed no soap at hand washing sink in the kitchen.
- Observed hollandaise sauce hot holding at improper temperature. Sauce was observed sitting out on the line in cooking equipment with no form of temperature control.
- Observed cooked sausage prepared on 5/2 in the walk in cooler in need of disposition. Also observed Sliced ham not properly dated for disposition.

- Observed marinara without a date mark.
- Ahi tuna on the menu is served raw/under cooked without an asterisk and a disclaimer.

- Observed: Low temperature dishmachine is not delivering chlorine in the sanitizer cycle
- Observed: Sushi rice held at 133F hot holding
- Observed: Reminder (asterisk) is missing from regular menu items (tartare, chilled oysters, butcher, shared cuts).

- Walk-in in main kitchen is not operating properly to maintain cold hold temperatures at 41F.

- Mac & cheese was observed with an internal temperature of 148 F when it was pulled from the oven and placed in the warmer unit on line for service.
- House made slaw was observed in to-go containers double stacked while sitting on a pan of ice. The top layer of slaw was observed with an internal temperature of 47 F.
- Observed house made chili located in the walk-in cooler with a use by date of 5/06/2022. The shelf life of product was 7 days so it had expired 6 days ago.
- Observed vacuum packed meat items in walk-in cooler that were not labeled and re-dated when pulled from the freezer per the HACCP plan. Records were not available for vacuum packed products.
- Observed an unprotected / covered food thermometer stored out by the smoker on a table exposed to the outside elements.
- Clean and sanitized pans were observed wet stacked on storage rack.

- The following food items were observed with internal temperature of 43-44 F while stored in pizza prep cooler: cheese, cut tomato, cooked spinach, cooked mushrooms, cooked onions.
- Marinara, cooked chicken, hummus, and pimento were all observed cold holding with a made date of 5/3 and 5/4.

- The Person in Charge has not trained staff on food safety as it relates to their duties. No person at the facility was able to describe or demonstrate how to set up a three compartment sink and wash, rinse, and sanitize food contact surfaces. Staff are trained to wash food contact surfaces in a dump sink. The Person in Charge at the start of the inspection was not able to locate or use test strips. Handwashing not observed during the inspection.
- When asked, the Person in Charge was not able to provide verifiable documentation that all on-duty staff have been trained on employee health policy.
- When asked, the Person in Charge was not able to describe or locate a vomit clean-up kit or plan.
- The hot water flow at the front hand sink was measured at 74°F.
- Food contact surfaces are not being sanitized - the Person in Charge is not aware of how to test or use sanitizer.
- The metal stem thermometer is not calibrated as often as necessary to ensure accuracy.
- Unused equipment including but not limited to two additional ice machines, a two door reach in cooler, espresso machine, cappuccino dispenser and air pots are observed stored in the facility.
- A backflow prevention device is not observed on the water line serving the new ice machine.
- The drain line serving the new ice machine terminates below the flood level rim of the floor sink.

- Time as a public health control (TPHC). Time policy is not being followed. Time for hot foods - cooked chicken nuggets, burgers, and cold hold - cut lettuce and tomatoes (52F at line dated 5/11) is not being used.
