Rape Suspect Arrested After Nearly 20 Years On The Run: Police
A man accused of a 2001 rape in Leesburg was brought back to the U.S. on Friday after he spent nearly 20 years on the run, police said.
LEESBURG, VA — A man accused of raping a child in Leesburg in 2001 was returned to the U.S. on Friday, the Leesburg Police Department said. The man had been on the run for nearly 20 years and was arrested in El Salvador in 2020.
Police identified the man as Franklin Antonio Carcamo Giron. He is charged with two counts of rape of a child under the age of 13, authorities said.
If convicted, Carcamo Giron could face up to life in prison, based on Virginia's sentencing guidelines. He is currently being held at the Loudoun County Adult Detention Center without bond.

In September 2001, the Leesburg Police Department received a report that claimed that Carcamo Giron committed multiple sexual assaults against a child. After an investigation, detectives charged and arrested him.
However, authorities released Carcamo Giron on bail in 2001 and he fled the area, according to the police report.

In 2019, members of the Leesburg Police Department determined that Carcamo Giron was living in eastern El Salvador. Detectives obtained an INTERPOL Red Notice, a worldwide request to law enforcement to arrest someone pending extradition.
Carcamo Giron was arrested on Aug. 19, 2020, authorities said. The United States formally requested his extradition in October 2020, and he was taken to the U.S. on Friday.
"I commend the hard work and dedication by all involved in both the initial 2001 investigation and the ensuing apprehension and return of Carcamo Giron to the United States. Thanks to the efforts of the many agencies involved, he will finally be held accountable for his offenses," Chief Gregory C. Brown said. "I am hopeful this will bring some closure to the victim."
