Sheldon O'Neil Tapscott, 26, of the 11800 block of Frank Haskell Court in Bristow, was charged with assault and batter on a law enforcement officer, resisting arrest, possession with intent to distribute a schedule I or II narcotic and possession with the intent to distribute marijuana. He's being held without bond.
