Manassas Health Inspections: Carini's Pizzeria, The Omelette Cafe
The Prince William Health District visited several facilities around Manassas, Nokesville, and Haymarket during recent inspections.
MANASSAS, VA — Several facilities around Manassas recorded violations during inspections from the Prince William Health District from Sept. 21 to Sept. 27.
Most COVID-19 restrictions have relaxed around the state, and health inspectors are returning to conduct many restaurant and other health inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.
Violations typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection. Other violations are addressed later, and an inspector may conduct a follow-up inspection to ensure compliance.

- The person in charge does not have a valid Food Protection Manager Certification from an accredited agency recognized by the Conference for Food Protection.
- The Person in charge was not able to provide documentation that all food employees were trained and informed of their responsibilities to report symptoms or diagnosis of or exposure to diseases transmissible through food.
- The food establishment does not have written procedures for cleaning up vomiting or diarrheal events that happen in the facility.
- Observed Mops was not hung up to air dry.

- A food employee was observed cleaning their hands in a food ware washing sink.
- The handwashing facility located next to the soda fountain is blocked, preventing access by employees for easy handwashing.
- Ready-to-eat foods observed not protected from cross contamination.
- The ambient (air/water) temperature measuring device (degrees C) located in the walk in cooler is not accurate.
- The nonfood-contact surfaces of the following equipment had accumulations of grime and debris: floors, walls, & ceiling of walk in cooler.
- The kitchen floors are not cleaned as often as necessary to keep them clean.

- There were no irreversible test strips for the heat sanitizing dishwasher during the time of inspection.

- At the delivery time 10:07 a.m. string cheese was temped at 47F and cream cheese was temped 57F
- There were no thermometers on site during the inspection.
- There were no chemical sanitizer test strips to test the sanitizer in the 3 compartment sink.

- This food establishment has not established procedures for cleaning up vomiting or diarrheal events that happen in the facility.
- No disposable towels were provided a the hand washing lavatory next to the prep coolers in the kitchen.
- Soap was not provided at the handwashing sink in the kitchen next to the dishwashing machine.
- The handwashing sink located on the right hand side of the dishwasher is not maintained so that it is accessible at all times for employee use.
- Raw animal food holding in a manner that may cause cross contamination of to ready-to-eat food (RTE).
- Unwrapped or uncovered food in the following location where the food is subject to contamination: Prep coolers and walk in cooler.
- Due to improper operation of the mechanical warewashing machine, equipment food-contact surfaces and utensils are not sanitized after cleaning.
- The date marking system for prepared ready-to-eat (RTE) food in the refrigeration unit is not in proper use.
- The cutting green cutting-board is heavily scratched and scored. The food contact surface is no longer easily cleaned and sanitized due to condition.
- There is no test kit located in the facility for monitoring the concentration of the chemical sanitizing solutions.
- Observed the lack of an approved backflow prevention device on the water supply system.
- Waste water from cleaning receptacles and/or waste handling units for refuse, recyclables, and/or returnables is not disposed of through an approved sanitary sewage system.
- The refuse container for the storage of waste are not insect or rodent proof.

- Total violations: 5
- There was no verifiable employee health policy was not available at the time of the inspection.
- There were no hand washing signs in the restrooms, kitchen or bar area.
- The ice used to cool the soda lines was also the same ice used to serve customers.
- There was no covered receptacle in the bathroom indicated for use by women.
- The outside dumpsters doors were not closed and the tops were detached.

- The person in charge failed to obtain a valid certified food managers card. The person in charge failed to employ a certified food service manager.
- There is no person in charge with a valid Food Protection Manager Certification from an accredited agency recognized by the Conference for Food Protection.
- Employees observed working in the food service area without proper hair restraints.
- The nonfood contact surface of the inside of the walk in door is not easily cleanable and damaged.
- Shelving in the walk in cooler were observed to be rusted and uncleanable.
- Toilet room door is not provided with a self-closing door.
- Floor or floor covering in the kitchen area is not smooth and easily cleanable.
- Observed that inadequate lighting was provided in the food preparation areas.

- Employees are not aware of the reporting procedures concerning information about their health and activities as they relate to diseases that are transmissible through food.
- The handwashing station next to the 3 compartment sink is being used to rinse foods.
- The handwashing facility located the kitchen next to the pep cooler is blocked, preventing access by employees for easy handwashing.
- Raw animal food stored over ready-to-eat food in the walk in cooler unit such raw beef stored next to cooked beef chunks and cooked shrimps.
- Unwrapped or uncovered food in the walk in cooler such as shrimp, cooked beef, pork and chicken.
- The prepared ready-to-eat (RTE) cooked chicken in the walk in cooler unit is not properly dated for disposition.
- The certified food manager could not provide a food temperature measuring device.
