Tenant Who Fatally Shot Landlord In Manassas Arrested In Fairfax On Monday: Police

MANASSAS, VA — A Manassas man shot and killed his landlord on Sunday afternoon, the Prince William County Police Department said.

Authorities identified the victim as 63-year-old Joyce Francine Gould.

The police department identified the suspect as 61-year-old Roger Allen Foote, Jr. He was arrested on Monday morning in Fairfax County.

Foote is charged with murder and use of a firearm in commission of a felony. His court date is pending and he is being held without bond. If convicted of all charges, Foote could be sentenced to more than 43 years in prison, based on Virginia's sentencing guidelines.

A tenant called police officers to a home in the 7900 block of Minor Hill Road in Manassas around 4:20 p.m. on Sunday. The caller said their landlord was unconscious on the kitchen floor.

When police officers arrived, they found that the victim had been shot. Fire and rescue personnel pronounced the victim dead at the scene, according to the police report.

Investigators believe Foote was a tenant who fatally shot his landlord during an argument. Fairfax County police officers found Foote around 6:30 a.m. on Monday and took him into custody without incident.

"The incident was isolated to the inside of the residence and there was no threat to the community," the police department said in a news release.
