'I Can't Breathe' Display In Alexandria Cop Car Violated City Policies: Police

ALEXANDRIA, VA — The investigation into a display with a pig wearing an "I Can't Breathe" shirt inside a police cruiser found no criminal act, according to Alexandria Police.

The video of the display had first been shared by ALX Accountability, a citizen watchdog page that records videos of interactions with local government employees. The video showed a police cruiser containing a pig wearing a mask and shirt stating "I Can't Breathe."

Alexandria Police said there was no criminal act, which led to an administrative investigation of professional conduct and integrity standards. The investigation found violations of Alexandria Police Department directives and city policies.

The officer involved or the intent of the "I Can't Breathe" message was not identified by the police department. The police department said it is not commenting further on the case findings, as the incident is now being handled through the city's personnel procedures.

"The Alexandria Police Department does not condone, nor tolerate, any behavior contrary to its policies and procedures," the police department said in a news release. "While the Department will continue to invest in effective law enforcement training programs that advance effective, accountable policing to enhance public trust and public safety, this incident emphasizes the need to recommit to the important training of our officers."

"I Can't Breathe" is a reference to what police brutality victims like Eric Garner and George Floyd said before their deaths and is often associated with the Black Lives Matter movement's call for action against police brutality.
