Meeting Planned On Conversion Of 395 Express Lanes Ramp To HOT

ALEXANDRIA, VA — Plans to convert the Seminary Road ramp to the Interstate 395 Express Lanes from High Occupancy Vehicle (HOV) ramp to a High Occupancy Toll (HOT) will be discussed at a virtual meeting Monday.

The south-facing ramp at I-395 and Seminary Road is currently an HOV-only ramp, providing access to the 395 Express Lanes for vehicles with carpools and buses. Transurban, the private operator of the 395 Express Lanes, proposes converting the ramp to an Express Lanes ramp, providing access to vehicles with less than three people by toll. The ramp would continue to be free for HOV vehicles with three or more people. That involves having an EZ Pass Flex set to HOV mode.

The ramp conversion would be implemented by VDOT in partnership with Transurban. The private toll operator would design and maintain the project.

The Virginia Department of Transportation last held a public meeting in December 2019 on the ramp. The upcoming meeting on Monday, Dec. 6 at 6:30 p.m. will provide a project overview and update. VDOT will seek input on the draft design for the ramp.
