Reston East: County Counts 35 Parcels. There Are 70 Deeds.

A parcel-level review of Fairfax County tax assessment records inside the Reston East study boundary found 70 separately deeded tax records across the area the county describes as 35 parcels.

Forty-one of those 70 are individually owned professional office suites held by 28 different owners across two condominium regimes — a structure that cannot be consolidated regardless of price.

The finding bears directly on a question county planning staff raised at the August 31 Reston Planning and Zoning Committee meeting, where six unrelated development concepts submitted across two application cycles were presented. Staff told the committee the concepts do not relate to one another and do little to establish a street grid, connected park network, or adequate open space.

Every parcel in the study area is zoned I-3, Industrial Light Intensity. Owners currently operating inside the boundary include the Federal Republic of Germany, the American Society of Civil Engineers, Atlantic Union Bank, and Hensel Phelps Construction. The two professional condominium regimes carry $27.9 million in assessed value and pay $401,356 annually in county taxes, with values rising.

County staff are currently preparing guidance to send developers back to redraw their concepts — before revised submissions, a staff report, or any public hearing.
