Vienna Man Charged In Crash That Killed Reston Man

Fairfax County Police detectives arrested a Vienna man they say was driving the car involved in a fatal hit-and-run in September.

RESTON, VA— A Vienna man was arrested Friday in connection with the Sept. 1 crash that killed 37-year-old Andrew Willingham of Reston, according to a police release.

Detectives from Fairfax County Police Department's Crash Reconstruction Unit investigating the crash determined Willingham was attempting to make a left turn from Fairfax County Parkway onto Walnut Branch Road on a green arrow, when a 2006 Chevrolet SUV traveling southbound on the parkway, ran the red light, entered the intersection, and struck Willingham's 2013 Volkswagen Passat. The driver of the SUV fled the scene of the crash on foot.

Through their investigation, FCPD detectives identified 24-year-old Carlos Alexander Torres Jr. of Vienna on Sept. 16 as the driver of the SUV that struck Willingham's Passat. The SUV was the property of one of Torres' family members.

The detectives obtained warrants for Torres charging him with felony hit and run, involuntary manslaughter, and driving with no operator’s license. After executing numerous search warrants, detectives from Fairfax County Police Department's Fugitive Track and Apprehension Unit determined Torres' exact location.

Working with the U.S. Marshalls Task Force, the detectives took Torres into custody Friday afternoon at a Montgomery County worksite. He was being held at the Montgomery County Adult Detention Center, waiting extradition back to Fairfax County. Through their investigation, detectives believe alcohol may have been a factor in the Sept. 1 crash.
