11 year old child refused lunch at public school

My 11 year old granddaughter was refused her lunch today, September 22, 2017. After she assembled her tray and entered her code she was told by the cafeteria lady you do not have enough money for lunch today. My granddaughter asked how much money do I have? The cafeteria lady rudely responded "zero" and took her tray away from her and put it off in the back. Fortunately one of her friends shared her lunch with her. My granddaughter eats her breakfast before 7am and gets on the bus at 7:30 am. She does not get lunch until 1pm. How have we become so incompassionate to deny a child a meal. No matter how much money is in the account "zero" or $5000.00, we should never deny a child a meal. Do we no longer have a moral responsibility to do the right thing? If there is an issue of money, that discussion needs to be had with the parents. The parents were never notified that there was no money in the account, the account actually had a balance of $25.45 and the account shows a charge of $2.65 for the lunch today. The child doesn't know any better and should never be treated that way. The parents are legally responsible for everything their child does or doesnt do until the age of 18 in the United States. If parents are held legally responsible, the school system should be held legally and morally responsible as well. Someone should be held accountable for their actions when they deny a child the right to eat. My granddaughter told her teacher that she needed to go to the principal's office to call her Mom and was told to make it quick because she had to take a test. My granddaughter was embarrassed in front of her classmates and the whole cafeteria.
