If convicted of all charges, Payne could face up to 40 years in prison, based on Virginia's sentencing guidelines. His court date is set for June 28.

Investigators said Payne's step-sibling rented the basement of the townhouse that Payne set on fire.

"Evidence from the scene and the suspect’s actions ultimately led to his identity in the incident," the fire marshal's office said in a news release.

The fire ultimately displaced four people as the townhouse sustained moderate damage.
