The police department has not publicly identified the officer who shot Wilson. However, authorities said the officer has been placed on administrative leave in accordance with department policy.
Contee told reporters that two off-duty officers were having dinner at a restaurant near Wharf Street and "enjoying the evening." Around 9:15 p.m., the officers saw a man pull out a handgun during a confrontation, according to a police department news release.

The officers told the man to drop the gun, but he did not comply, the police department claimed. One of the off-duty officers fired his service weapon and fatally struck Wilson. Rescue personnel took him to a hospital, but he was pronounced dead.
The police department has not clarified who fired the gunshot that grazed the other person.
Police officers recovered a semi-automatic handgun at the scene. Video footage from the scene shows a man pointing a handgun, according to authorities.
