At its quarterly meeting in October of last year, the Architectural Committee (AC) of the Lake Ridge Parks & Recreation Association (LRPRA) met in closed session to consider a Fairfield Green (FG) resident’s previously denied request to install a non-conforming replacement roof on their house. This request was considered in closed session after the homeowner had been denied permission by the LRPRA covenants department to install such a non-conforming roof. After the homeowner, accompanied by their roofing contractor, made their presentation in closed session to the AC, the AC approved the installation of the non-conforming roof.
What residents of FG, and, for that matter, all residents of Lake Ridge, should be concerned about is that the residents of FG, including and most especially those whose homes are located in the immediate vicinity of the home with a now-non-conforming roof, were not afforded an opportunity by the LRPRA or the AC to comment publicly on the application for installation of this non-conforming roof BEFORE the AC approved its installation. In fact, the only “notice” FG homeowners received was when the roofing contractor later arrived to begin installation of the non-conforming roof.

I, the undersigned, question the legality of the AC’s consideration of the non-conforming roof application in closed session. I also question the AC’s authority to approve the installation of the non-conforming roof in question, as in a recent AC meeting I attended the AC chairperson quite clearly described her committee’s role as purely advisory in nature after a homeowner pleaded without success for the AC’s assistance with solving a neighborhood tree related issue.
On Tuesday, July 15th, the LRPRA Board will meet at the Tall Oaks Community Center, located at the corner of Cotton Mill Drive and Hedges Run Road, at 7 pm. It will move into executive session at 7:05, and then re-convene in open session at approximately 8 PM. Legal counsel for the LRPRA will be in attendance, and the legality of the AC’s previous action in having considered the application for the roofing variance in question in closed session will be addressed at that time. If you believe, as I do, that you, as a resident of Lake Ridge and Fairfield Green, should have an opportunity to address the AC during – not before, and not after, but during -its consideration of applications for architectural variances that affect your community, please plan, as I do, to attend this important meeting to make your thoughts and feelings on this matter known to the LRPRA Board at that time.
