Woodbridge Man Arrested, Charged With Sexual Battery Of A 10-Year-Old Girl: Police
A man from Woodbridge was charged with inappropriately touching a 10-year-old girl after the girl reported the assaults to school officials.

WOODBRIDGE, VA — A Woodbridge man was arrested after he was accused of inappropriately touching a 10-year-old girl, according to the Prince William County Police Department. The man, who police identified as Ralph Eugene Penn, faces several charges.
The Prince William County Police Department's Special Victims Unit began their investigation into a reported sexual assault on Sept. 9. Authorities said the assaults occurred on multiple occasions between July 15 and Aug. 28.
The investigation was prompted after the victim reported the incidents to personnel at her school. School personnel subsequently notified the police department.

Through their investigation, the police department determined that the man inappropriately touched the 10-year-old girl at a home in Dale City "on more than one occasion."
Ralph Penn was arrested on Sept. 9. He is charged with three counts of aggravated sexual battery, one count of object sexual penetration, and one count of indecent liberties. His court date is pending, and he is being held without bond at the Prince William County Adult Detention Center.
