Woodbridge Man Hit By Car On I-95 Dies, Driver Charged: Police
A man from Woodbridge died on Tuesday after he was hit by a car on I-95 in Fairfax. Police said the driver then tried to flee the scene.
FAIRFAX COUNTY, VA — A Woodbridge man died on Tuesday after he was hit by a car along southbound I-95. Authorities said the driver who hit him tried to flee the scene before witnesses stopped him.
Virginia State Police identified the victim as 35-year-old Jose Davi Hernandez-Zelayandia. He died of his injuries at Fairfax Inova Hospital.
Police identified the driver as 61-year-old John Hess of Springfield. Hess is charged with one count of DWI second offense and one count of felony hit and run.

Hess is still in police custody and his next court date is scheduled for Nov. 29. If convicted of all charges, he could face up to 10 years in prison, based on Virginia's sentencing guidelines.
The crash occurred around 3 p.m. on Tuesday, near mile marker 169 along southbound I-95. Hernandez-Zelayandia pulled onto the shoulder after there was an issue with his car. He got out to see what was wrong with it.

When Hernandez-Zelayandia went to get back into his car, a 2022 Nissan Sentra ran off the highway and hit him, according to Virginia State Police. Hess, the driver of the Nissan, tried to leave the scene. Police said witnesses kept him at the crash site.
Hess was not injured in the crash, according to the police report.
The Virginia State Police Crash Reconstruction Team is still investigating the crash.
