Culver’s Voyeur Also Secretly Filmed High School Girls: Report

Police say Scott Schwantes hid cameras in a Culver's bathroom. When they investigated, they learned Waukesha H.S. students were also filmed

WAUKESHA, WI — Waukesha Police are investigating a hidden-camera case that led from a Culvers bathroom to a wider case involving numerous Waukesha High School female students.

On July 27, 2018 Waukesha police said that a Culver’s employee discovered two hidden cameras in the employee bathrooms, and reported it to management. Later that night another Culvers employee, Scott A.
Schwantes admitted to putting the cameras in the bathroom and was immediately fired by management, who then called to report the incident.

According to Waukesha Police, on Tuesday July 31, the Waukesha Police Department Computer Forensic Unit, along with the Waukesha County Sheriff’s Department, executed a Search Warrant in the Town of Waukesha. During the forensic examination of evidence collected during the search, videos of employees
using the bathroom at Culvers on Sunset Drive were discovered.

Police are also reporting that several videos were discovered that were taken at Waukesha West High School of female students. These videos were voyeuristic in nature and captured images of female student’s undergarments who were wearing skirts and dresses. The videos were taken at lunch time and during regular classes that Schwantes attended. It appears that Schwantes placed a backpack with a hidden camera in
the path of female students wearing skirts or dresses causing them to step over the bag.

Waukesha police are searching for victims, which has led them to release this information and Schwantes' identity. Police say they are looking to speak with Waukesha West High School students, particularly
females who wore skirts or dresses and who may have had class or lunch with Schwantes in
Spring of 2017. Apparent victims are encouraged to please contact Detective Mike Carpenter of the Waukesha Police Department at 262-524-3923.
