• Torrington To Decide Whether To Have Residents Pay $800,000 Electricity Spike (cowboystatedaily.com) — Torrington officials are weighing whether to pass an unexplained $800,000 spike in wholesale transmission costs onto local electric customers as soon as November 1, or tap the city’s reserve fund instead. Residents and small business owners already report sharply higher bills and are urging the city to shield them, while the council plans a public hearing and vote at Tuesday’s regular meeting.
