Milligan Stepping Down As Executive Director Of City Of Tuscaloosa's IPS Department
Jarrod Milligan will be stepping down from his role as executive director of IPS, effective April 8.

TUSCALOOSA, AL — Patch has confirmed that Jarrod Milligan has tendered his resignation as the executive director of the City of Tuscaloosa's Infrastructure & Public Services (IPS) Department.

Tuscaloosa Mayor Walt Maddox, in an email to employees on Friday, said that Milligan's resignation was submitted earlier this week and will be effective April 8.

"After much discussion, I understand and respect his decision and wish him the best in his future endeavors," Maddox said. "Throughout the years, Jarrod has been a major asset to the City and I appreciate his dedication."
Milligan was first promoted from deputy director of IPS to the top position in September 2021, following IPS Executive Director Tera Tubbs leaving to become the city engineer for the City of Northport.

“I want to thank Mayor Maddox for giving me the opportunity to be a leader in our community and to take on the challenges within IPS," Milligan said in a statement. "It has been an honor to work with the City of Tuscaloosa for the past 14 years and I have worked hard to make a difference. I am looking forward to spending more time with my family and shaping a new professional future.”
Maddox then explained that Savannah Nelson — the city's recently-appointed IPS deputy director — is on FMLA leave for 12 weeks, prompting the mayor to divide responsibilities for running the large department between Director of Infrastructure Selvin Greene and Director of Logistics & Asset Management Kevin Turner for the next three months.
The mayor said Greene will oversee Infrastructure and ESD, while Turner will be responsible for plants, distribution and development, including the office of the city engineer and capital projects.
Stacy Vaughn will continue to direct the city's water/sewer billing, Maddox said.
"While this is a major loss, we have an opportunity embedded in this to align some divisions/duties and test their effectiveness," Maddox said. "I truly appreciate you all more than I can express, and know that there will be many questions as we move through this transition."
