Phoenix Housing Announces Deck Park Vista Redevelopment Proposal

After a competitive process, Phoenix Housing has selected a winning proposal that will be presented to the Phoenix City Council next month.

Phoenix Housing is continuing to create more affordable housing opportunities in the heart of the city. The redevelopment of Deck Park Vista Apartments will transform 56 affordable units into 201 affordable and workforce units in a prime location in Roosevelt Row. The two-acre property is located near Hance Park at Third and Moreland streets in the downtown core. After a competitive process, Phoenix Housing has selected a winning proposal that will be presented to the Phoenix City Council next month.

Winning Proposer: Native American Connections (NAC)

NAC is a nonprofit organization and a leader in developing, building, and managing high-quality housing. NAC currently manages 500 units of affordable housing in Phoenix. NAC communities include on-site supportive programs and activities that help residents improve their ability to lead healthy lifestyles while increasing financial stability and self-sufficiency.

Proposed Development:

  • Affordable Units - 126
  • Workforce Units - 75
  • Total Units - 201

Project Timeline:

  • City Council Award Approval - June 2020
  • Design Completion - Summer 2021
  • Construction Begins - October 2021
  • Project Completion/Move-In - November 2023

Proposal Amenities:

  • Comprehensive Supportive Services provided by NAC
  • First Floor Commercial Space - potential uses may include a small healthcare or dental health provider, child care provider, dog washing company
  • Secured interior courtyard, community room, fitness center, outdoor barbeque area, and security cameras installed throughout the propertt

Resident Relocation:

All current residents will be offered a comparable unit at one of the 13 other senior housing sites owned by Phoenix Housing. Relocation will occur at the city’s cost by offering residents the option to utilize a moving company procured by the city or receive a relocation stipend. Residents desiring to move back to the current site will have the first right of return and receive a similar stipend to assist with their move back.
