$5,278,578.23 Mello Roos Bond Money Paid to K Hovnanian

On 10/25/2018 Beaumont Levied $6 Million Bonds on Four Seasons Areas 7B & 7D and Gave All of the Money to the Developer.

City of Beaumont/K Hovnanian Area 7 Four Seasons

The Four Seasons Development Area 7 is divided up into six (6) development areas identified as Area 7A through Area 7F. An EIR was filed in 1988 listing 2,516 Units. A Notice of Determination filed in 2004 claimed that 2,262 houses would be built.

The 1994 construction plan was for 4,000 houses and 450,000 square feet of commercial, but the commercial space has been replaced with more houses. Because Beaumont removed the number of houses from their documents; the actual number of houses built is unknown.

K. Hovnanian' Acquisition Agreement is for almost $11 Million for Public Works Infrastructure such as Potrero Road Lift Station, Highland Springs Road Lift Station, Sewer Force Main, Gravity Sewer Highland Springs, Gravity Sewer California Avenue, and Gravity Sewer 1st Street.

A Sewer System is part of the basic infrastructure of a housing development and should be included with the price of the home, not paid by the buyer in the form of Mello Roos Bond Debt.

Area 7B:

On October 25, 2018, the City of Beaumont acquired a $2,370,000 Mello Roos Bond of which $2,099,555.99 was allocated to the Construction Fund. On November 13, 2018, the City received the entire $2.1 Million from its Bond Trustee and transferred the entire amount to K Hovnanian.

Beaumont Assistant City Manager Kristine Day, who has a Degree in Parks & Recreation, signed as ‘Director of Public Works’ to verify the Public Infrastructure constructed as claimed by K. Hovnanian.

There were no Public Bids submitted as required by California Public Contract Code nor was Payroll Records submitted as required by California Labor Code. The few Invoices submitted fall far short of $2.1 Million.

Area 7D:

On October 25, 2018, the City of Beaumont acquired a $3,725,000 Mello Roos Bond of which $3,269,022.24 was allocated to the Construction Fund. On November 13, 2018, the City received the entire $3.27 Million and transferred the entire amount to K Hovnanian.
