A Civil Lawsuit has been filed against Baldwin Park Elected and Appointed Officials for using their government positions for personal enrichment.

"Named as defendants in the lawsuit are Baldwin Park City Attorney Robert Tafoya, who serves as general counsel at the water district; special counsel Clifton Albright and his law firm, Albright Yee & Schmit; special counsel Martin Kaufman and the Kaufman Law Firm; and consultant Robert Katherman, a former board member of the Water Replenishment District of Southern California who in 2016 was acquitted of corruption and embezzlement charges unrelated to his elected position."
"Co-conspirators named in the case include Michael Taylor, the former Baldwin Park police chief who serves as president of the West Valley Water District board; General Manager Clarence Mansell; Assistant General Manager and Baldwin Park Councilman Ricardo Pacheco; and water district board member and Fontana school police Officer Kyle Crowther."

The State Attorney General declined to prosecute as it is local taxpayers' money and not State money misused. The San Bernardino District Attorney has yet to file charges.
In the City of Beaumont Elected and Appointed Officials Misuse/Embezzle Funds from every level of government, but the vast majority of money is Federal Municipal Funds, which gives the Federal Government the right to Prosecute.
