(sfchronicle.com) — Benicia residents are directly represented in a contentious Bay Area Air District plan that would eventually require replacing broken gas water heaters with more expensive electric models. Mayor Steve Young, who already electrified his Benicia home, now questions mandating the switch, citing affordability concerns after the Valero refinery closure and arguing for strong incentives instead of strict rules.
