The incident began at roughly 4 p.m. on Feb. 22. The girl went past a newer black hatchback vehicle with tinted rear windows while walking her dog on El Dorado Avenue near Bryant Street. Shortly afterward, the victim was walking north in the 2700 block of South Court when she saw the hatchback again, police said.

This time the window was open, the driver was naked from the waist down and he was masturbating. He didn’t say anything, but after the victim got scared and walked away, the suspect drove south on South Court toward El Dorado Avenue, according to police.

The victim went home and told her mother about the incident, but it was not reported to police until Friday, police said.

The case remains under investigation and detectives are exploring any possible connection to four indecent exposure incidents that took place last October involving girls age 10 to 14. Two of those victims were also walking dogs.
