CVSan: Recognized as a Platinum District of Distinction

Castro Valley Sanitary District (CVSan), in recognition for its sound fiscal management policies and practices in special district operations, received the District of Distinction accreditation at the Platinum Level by the Special District Leadership Foundation (SDLF).

“SDLF provides an independent audit review of the last three years of the district’s operations to ensure prudent fiscal practices,” said Neil McCormick, SDLF Chief Executive Officer.

The members of SDLF’s accreditation committee who review the audits are volunteers from the special district community, including district controllers, directors of finance, and certified general managers.

CVSan General Manager Roland Williams stated, “There are over 3,300 special districts in the state of California. CVSan is currently one of only 44 special districts to receive the District of Distinction, and one of only 14 to receive it at the Platinum Level. So we are extremely proud to receive this level of accreditation.”

In addition to the independent audit, CVSan’s Board of Directors and executive staff must also show proof of advanced educational training in public governance, as well as compliance with ethics and harassment prevention training.

Furthermore, to receive the recognition, CVSan’s website must include posting of transparency requirements, including: election procedures and deadlines; posted Board meeting schedule and agendas; current budget; most recent financial audit; and a list of compensation of Board Members and staff, or a link to the State Controller’s webpage with that data.

The SDLF is an independent, non-profit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.
