• Bay Area homeowners still get huge Prop 13 savings. But in some places, that is shrinking (sfchronicle.com) — Cupertino homeowners are seeing especially large property tax breaks under Proposition 13, with the average gap between market value and assessed value growing from about $1.2 million in 2017 to $1.5 million in 2025. That translated into more than $29,000 in average annual tax savings, even as experts debate whether Prop 13's protections also distort the housing market and shift costs to newer buyers.
