Where To Place A High-Risk, Sexually Violent Offender In Solano County?

A community meeting at a school and a courthouse public hearing are scheduled in July regarding the living arrangements of Fraisure Smith.

A public hearing is scheduled for Friday, July 17 at the Solano County Superior Court to determine the living placement of a high-risk, sexually-violent offender, according to the Fairfield Police Department.

Fraisure Smith, who is currently housed at a state hospital and is no longer on parole or probation, petitioned the Solano County Superior Court for conditional release and placement at a residence on Olive Avenue in the unincorporated part of Fairfield, police said.

Smith was convicted of assault with intent to commit mayhem, rape, sodomy, or oral copulation on April 17, 2006, sexual battery on April 10, 2004, and rape by force on Nov. 18,1988.

The hearing is scheduled 9 a.m. at the courthouse at 600 Union Avenue, Fairfield. The Fairfield Police Department has requested the judge deny the placement.

Additionally, the Solano County Sheriff’s Office, will host a community meeting open to the public to answer questions and address concerns regarding Smith’s placement for Wednesday, July 1, at 6:30 p.m. at Tolenas Elementary School, 4500 Tolenas Road, Fairfield.

High-risk sex offenders have been identified by the California Department of Justice as having a high risk of re-offending and who may pose a greater danger to the public than other offenders, police said. Access by the public to the registered sex offender information can be obtained through the California Sex Offender Registry by viewing California Department of Justice’s website at www.meganslaw.ca.gov.

Police stress, however, that it is illegal to use such information to commit a crime against any sex registrant or to engage in illegal discrimination or harassment against any sex registrant.
